Article 10 is renumbered as Article 13 and amended as: "In the stage of nine-year compulsory education, students are exempted from paying tuition fees and can collect miscellaneous fees. Miscellaneous fees shall be stipulated by the province, and the education, price and finance departments of the city and county shall put forward the implementation plan within the prescribed scope and report it to the people's government at the same level for approval. "The rural education surcharge shall be implemented by the township (town) people's government, and the grassroots finance and taxation departments shall be responsible for the collection. Township (town) and village-run industrial enterprises (including joint ventures and private enterprises, etc.). ) 0.4% to 1% of sales revenue; Business, transportation, construction and installation, catering, service and other industries are levied or fixed at 0.2% to 0.5% of their turnover (the wholesale business of commercial and supply and marketing enterprises is levied by half). Agriculture, forestry, animal husbandry and by-product fishing shall be levied at 1.5% to 2% of the per capita net income of farmers in the previous year (including less than 5% of the total burden of farmers), and the specific measures for collection shall be formulated by the people's governments of cities and counties (districts). Rural education surcharge is mainly used for nine-year compulsory education at township and village levels. Measures for the additional collection of urban and rural education fees for foreign-invested enterprises shall be implemented in accordance with the relevant provisions of the provincial people's government.

"Urban and rural education surcharge collection and use, should establish and improve the strict management system, accept the supervision and audit of the audit, finance and education departments. No organization or individual may deduct or misappropriate it. "

In addition, according to this decision, the text and order of some articles are adjusted and revised accordingly.

This decision shall come into force as of the date of promulgation.

The Regulations on the Implementation of Nine-year Compulsory Education in Zhejiang Province shall be correspondingly amended and re-promulgated according to this decision.
