1, the examination enrollment system is the national basic education system. In the 40 years since the resumption of the national unified college entrance examination, with the pace of China's political, economic and educational system reform, the college entrance examination enrollment system has been continuously improved and perfected, and a relatively complete examination enrollment system has basically formed, which has made historic contributions to the growth of students, national talent selection and social equity, and has successfully embarked on a road of talent selection with China characteristics and basically in line with China's national conditions. This system is generally in line with the national conditions, and its authority and impartiality have been widely recognized by the society. However, there are also some problems strongly reflected by the society, such as the simple "score-only theory" affecting students' all-round development, and the phenomenon that "one exam for life" makes students' learning burden too heavy.
2. As a major political task determined by the CPC Central Committee, the new round of examination enrollment system reform is a major reform directly led and promoted by the CPC Central Committee and the State Council. The Third Plenary Session of the 18th CPC Central Committee adopted "the Central Committee of the Communist Party of China's Decision on Several Major Issues of Comprehensively Deepening Reform" (hereinafter referred to as the "Decision"), which made a comprehensive and systematic arrangement for the comprehensive reform of the college entrance examination, explicitly requested to promote the reform of the examination enrollment system, explore the relative separation of enrollment and examination, multiple choices of students' examinations, independent enrollment by schools according to law, organization and implementation by professional institutions, macro-management by the government, and social participation and supervision, and fundamentally solved the problem of "one exam for life". In order to better promote the healthy growth of students, better select all kinds of talents scientifically and better safeguard social equity.
3. By deepening the comprehensive reform of the college entrance examination in the new era, establish and improve the comprehensive examination content system of morality, intelligence, physique, aesthetics and labor, construct the examination enrollment evaluation system with China characteristics in the new era, establish the examination enrollment system of ordinary colleges and universities that conforms to the laws of education and talent growth and meets the requirements of the times, implement comprehensive examination, comprehensive assessment and fairer selection, and realize the organic unity of student growth, national talent selection and social equity. Promote the all-round and healthy development of students, promote the scientific selection of talents, safeguard educational equity and social equity, meet the needs of economic and social development for diversified high-quality talents, run a satisfactory education for the people, and provide strong talent support and intellectual support for the development of Socialism with Chinese characteristics.
4. At the same time, this round of examination enrollment system reform has carried out a major reform on the enrollment mechanism, and explored a multi-admission mechanism based on unified college entrance examination, high school academic level test scores and comprehensive quality evaluation. It is clearly stipulated in the examination subject setting that high school is no longer divided into arts and sciences, and the total score of college entrance examination is changed to two parts.
Part of it is the score of Chinese, mathematics and foreign languages in the national unified college entrance examination, and the score of 150 remains unchanged. Among them, foreign language subjects provide two examination opportunities, one of which can be included in the total score.
The other part is the results of the high school level examination. This includes 14 subjects, such as politics, history, geography, physics, chemistry, biology, etc. And every subject has been "tested after learning" and "cleared in one subject", and there is no need to retake the college entrance examination. When applying for the exam, candidates only need to choose the scores of three subjects from six subjects: ideology, politics, history, geography, physics, chemistry and biology, and count them into the total score of the college entrance examination.
