Article 1 These Measures are formulated in accordance with the Education Law of the People's Republic of China and relevant regulations, combined with the actual situation of this Municipality, in order to strengthen the management and supervision of the supporting construction of educational facilities in residential areas of this Municipality, improve the construction of basic education facilities and accelerate the development of basic education. Article 2 These Measures shall apply to the supporting construction of educational facilities in residential areas within the administrative area of this Municipality. Article 3 The Guangzhou Municipal Planning Commission (hereinafter referred to as the Municipal Planning Commission) is specifically responsible for organizing the implementation of these Measures.

Education, urban construction, planning, finance, land and housing management and other relevant departments shall implement these measures according to their respective responsibilities. Article 4 The residential education facilities built according to the urban planning shall be built simultaneously with the commercial housing; When buyers move into the community, educational facilities should also be started at the same time. Article 5 The Municipal Education Commission and the Municipal Planning Bureau shall, jointly with the Municipal Planning Commission, make overall plans for the construction of educational facilities in the whole city. The Municipal Planning Bureau shall separate the specific projects of supporting educational facilities from the land area when approving the development plan of residential quarters; And before approving the single construction plan of the development and construction unit, first seek the opinions of the municipal or district education administrative department where the development lot is located on the supporting construction plan of educational facilities; When handling the "Construction Project Planning Permit", we should check the "Guangzhou Construction and Installation Project Contracting Special Contract" signed by the development and construction unit and the municipal education commission or the district education administrative department where the development lot is located. If the contract is not signed, it will not be handled. Article 6 The development and construction unit shall, after the approval of the overall planning for the development of residential quarters and the audit report of construction projects, sign the "Guangzhou Construction and Installation Engineering Professional Contract" with the Municipal Education Commission or the education administrative department of the district where the development lot is located. The contract shall include: the name, lot, land area, teaching auxiliary facilities (playground, greening, fence), applicable construction and quality standards, commencement time, acceptance and handover time of the supporting construction project of educational facilities. Seventh City Guotufangguan Bureau in calculating the transfer of state-owned land use rights, according to the provisions of the calculation of educational facilities supporting construction funds, must be approved by the Municipal Planning Commission in writing. After the District Education Commission or the education administrative department where the development lot is located and the development and construction unit sign the Special Contract for Construction and Installation Project in Guangzhou, the Municipal Bureau of Land and Housing will deduct the funds for supporting the construction of educational facilities from the total amount of the transfer fee for the right to use state-owned land that should be paid by the development unit, and indicate that the funds are a one-time investment of the municipal government for supporting the construction of educational facilities. Article 8 The Municipal Planning Commission shall take the construction project cost per square meter 1.200 yuan at the end of 1995 as the base, and refer to the latest construction project cost adjustment coefficient formulated by the municipal capital construction quota station to formulate the annual construction unit price of supporting educational facilities. Article 9 The Municipal Planning Commission shall formulate the supporting construction project plan of educational facilities in residential quarters, and indicate the construction funds invested in the remarks column of the plan. Plans were sent to the Municipal Construction Committee, the Municipal Education Commission and the relevant district education, planning, planning, land and construction departments for the record. Tenth district construction administrative departments shall, jointly with the district education administrative departments, review the supporting construction departments of educational facilities according to the real estate development and construction project manual. Article 11 The development and construction units that develop residential quarters in plots shall provide land for supporting the construction of "three links and one leveling" educational facilities free of charge, and be responsible for the construction of civil engineering, water and electricity installation, teaching auxiliary facilities, permanent water supply and power supply of supporting projects for educational facilities. After the completion of educational facilities, the property right and use right of school buildings shall be handed over to the municipal or district education administrative department free of charge, and at the same time, the land use information, construction drawings, construction drawings and other related documents of supporting projects shall be handed over to the municipal or district education administrative department for management.

The municipal and district education administrative departments shall not change the use function of educational facilities without authorization, and shall not transfer or transfer them to other units in disguised form. Article 14 If the development and construction unit fails to carry out supporting construction of educational facilities in accordance with the requirements of the Master Plan, the Guangzhou Special Contract for Construction and Installation Project and the annual commercial housing investment plan, the urban construction, land and real estate departments shall suspend the commercial housing sales procedures of the development and construction unit and other construction projects.
