Secondly, it is suggested that through the investigation of physical education in primary and secondary schools in six provinces and cities, we believe that in order to actively and effectively improve physical education in primary and secondary schools, the state should make some corresponding adjustments in policies and the leading departments of education and physical education should take some necessary measures.

(A) the education sector should actively take measures to fundamentally reverse the neglect of sports and put sports in its proper position.

We should implement the educational policy of all-round development of morality, intelligence and physique. It is suggested that the State Education Commission take necessary measures, such as combining the reform of middle school syllabus, teaching materials and entrance examination system, to reduce students' academic burden and reverse the situation of attaching importance to intellectual education over physical education. Physical education should be an important part of evaluating school education. The State Education Commission can consider formulating comprehensive measures to link the achievements of class teachers, principals and education directors with sports work, formulate correct policy orientation, comprehensively cultivate talents with four talents, grasp several solid tasks for the health of the next generation, and make achievements in improving the quality of the whole nation.

From the investigation, we know that the quality of school physical education is closely related to the attention of leaders. For example, because the governor and mayor of Liaoning Province personally grasped the sports work in primary and secondary schools, Anshan and Dalian solved the difficulties of sports venues and equipment in primary and secondary schools. Daqing City, Heilongjiang Province provides perfect sports facilities for primary and secondary schools in the city. Another example is Qingdao's practice of evaluating sports achievements, which is worth learning. They adopt the method of joint education and joint calculation, and comprehensively grade and reward physical education teachers and class teachers according to the results of the final physical examination and the students' achievements in the school sports meeting, so as to urge the class teachers to properly solve the contradiction between intellectual education and physical education and gain time.

(two) to provide the necessary funds for physical education in primary and secondary schools.

At present, the funds for physical education in primary and secondary schools are basically pieced together by collecting additional education fees, tuition and miscellaneous fees and money squeezed out from work-study programs. Because of the lack of money, it is really impossible to pay the necessary physical education teaching expenses. From 1980 to 1984, Henan Province has a special fund of1080,000 yuan for sports equipment in primary and secondary schools every year. We know from the investigation that this special fund has been cancelled. The existing sports equipment and venues are basically purchased and built from 1980 to 1984. It is suggested that the method before 1984 should be restored, and the funds for physical education and health in primary and secondary schools should be included in the financial allocation project, and the proportion of sports and health funds in education funds should be clarified, and this special fund should not be misappropriated. Sports administrative departments at all levels should also allocate special funds to support schools to carry out sports activities, and make clear the proportion to increase in the future. In addition, a certain amount of miscellaneous fees collected by the school should also be reserved as special funds for sports health.

(3) Providing necessary venues for physical education teaching in primary and secondary schools.

Gymnasiums and gymnasiums in primary and secondary schools are the conditions to solve the problem of how to let students walk to the playground, which has not been solved well for many years. As can be seen from the survey, this problem is particularly prominent in urban primary and secondary schools. It is suggested that people's governments at all levels should build primary and secondary school stadiums in a planned way according to the planned area quota of school buildings formulated by the State Education Commission. Resolutely stop any unit or individual from occupying or destroying school sports venues, and investigate and deal with incidents in which educational institutions occupy school sports venues; At present, the construction of sports venues in primary and secondary schools is difficult, and the venues of sports departments should draw up preferential measures for primary and secondary school students and open them to primary and secondary schools free of charge.

(d) There are plans to solve the problem of physical education teachers in primary and secondary schools. During the investigation, the Committee members saw that the shortage of physical education teachers in primary and secondary schools is quite common, especially in rural areas. It is suggested that the state should actively and step by step provide physical education teachers for primary and secondary schools, especially in the near future, and at least one physical education teacher or part-time physical education teacher should be provided for schools without physical education teachers. In view of the lack of physical education teachers in rural and remote areas, targeted training is carried out at multiple levels and through multiple channels to solve unreasonable distribution channels. We should respect the work of physical education teachers and treat them equally with teachers in other disciplines in terms of status and treatment, such as job title evaluation, class hour calculation, salary and promotion evaluation, and transfer from rural areas to public teachers. And enjoy the same treatment as teachers in other disciplines. Physical education institutes, teachers' colleges, education institutes at all levels and teachers' continuing education departments create conditions for the training of in-service physical education teachers, such as adding short training classes and correspondence classes, in order to solve the problem of improving the service level of in-service teachers. Strive to make physical education teachers in primary and secondary schools in China reach the qualified standard in a short time.

(5) The state and the functional departments of education and sports at all levels should cooperate closely to strengthen the leadership of physical education in primary and secondary schools.

It is suggested that the two departments should study and formulate long-term plans and development goals for the development of primary and secondary schools in China and other provinces as soon as possible, hold regular working meetings to study the reform measures of primary and secondary school physical education, regularly check the development of the work, and further handle the relationship between learning in regular classes and implementing physical exercise standards and traditional projects. At present, it is necessary to put forward solutions to the difficulties and problems existing in physical education teaching in primary and secondary schools.

(six) to speed up the establishment and improvement of health organizations in primary and secondary schools, and closely cooperate with sports health work.

Investigation materials show that a considerable number of primary and secondary schools currently have no clinics and school doctors. Primary and secondary schools with health personnel should closely combine physical education with health work. Conditional primary and secondary schools should establish and improve the system of physical examination and health examination, and actively carry out medical supervision of physical exercise.

(7) Correct the guiding ideology of sports. Physical activities in primary and secondary schools should be popularized and regularized.

In the investigation of physical education in primary and secondary schools in six provinces and cities, we see two phenomena. First, a considerable number of primary and secondary schools (accounting for about 30% of the total number surveyed) spend more than two-thirds of the already small sports funds on participating in sports meetings at all levels every year, leaving only pitiful money to maintain physical education teaching and extracurricular sports activities in schools. Another phenomenon is that the education administrative department or school leaders only take the number of gold medals, the number of top athletes trained and the characteristics of traditional sports as the standards when evaluating the school sports work, and these sports achievements are only reflected in a few students. To correct the guiding ideology of physical education in primary and secondary schools, we should focus on the physical education class, after-school exercise and extracurricular activities of the majority of students, not only cultivate a few top students, but also be responsible for improving the health level of the majority of students. It is suggested that sports competitions at or above the county level should be reduced appropriately. According to the current situation of low sports funds, the funds for schools to participate in various sports should not exceed 1/3 of the sports funds, and the society should be encouraged to provide sponsorship for primary and secondary school competitions. The sports department should strengthen the publicity of primary and secondary schools with good popularization of sports work and give material rewards to such schools.

(8) Mobilize the whole society to support and care about physical education in primary and secondary schools.

It is necessary to strengthen the propaganda of newspapers, radio and television on the importance of students' participation in physical exercise, so that parents can truly understand and support their children's participation in physical activities. We should strongly praise those units and individuals who support school physical education. The legal department should promptly stop and punish those who occupy the school sports venues. The State Education Commission should formulate and implement normative documents as soon as possible to strengthen the status of school physical education. It is necessary to advocate the whole society to respect the work of physical education teachers. The concern and support of the whole society will definitely reverse the passive situation of physical education in primary and secondary schools at an early date.
