College graduates can apply to the human resources and social security department at or above the county level (including the county level, the same below) with the Employment and Entrepreneurship Certificate and the Registration Permit for Individual Industrial and Commercial Households (if the integration of the two certificates has not been completed, a tax registration certificate is required).
