Concerned about private education, I was fortunate to set up a network of presidents, principals and association leaders in private circles in several provinces and cities with the help of WeChat, calligraphy, headlines, official WeChat accounts and conferences. Friends often exchange information. Now I'd like to share the downsizing information of private schools around the country in the compulsory education stage in the new school year of 2022 provided by my friends. Because some of them have not been corrected, the provider and the city where they are located have been omitted. Let me remind you that this is just a family statement and is for decision-making reference only!
First of all, look at macro policies.
The main task of education determined in the 2022 government work report: promoting education equity and quality improvement.
In the discussion of education, it is said that it is necessary to run special education and continuing education well and standardize the development of private education.
In 2022, the main points of the Ministry of Education pointed out: actively and steadily promote the standardized development of private compulsory education, accelerate the optimization of compulsory education structure, and ensure that compulsory education degrees are mainly provided by public schools and services purchased by the government.
Henan Education Work Conference in 2022 pointed out: Accelerate the standardization of private compulsory education. According to the requirement of controlling the size of students within 5%, finish the task before September 1. The Central Committee, the provincial party committee and the provincial government attach great importance to this work, which is an important political task. Compulsory education is the right and responsibility of the state, which is organized and implemented by the state according to law. At present, there are still many students in private compulsory education in counties and cities of our province, which is far from the requirements of the central government. It is necessary to strengthen the main responsibility of holding compulsory education, speed up the construction or reconstruction of a number of public compulsory education schools, effectively increase the supply of public compulsory education resources, and ensure the mastery of compulsory education.
Second, private schools account for a large number of provinces and cities in the compulsory education stage.
There are 6 provinces where the proportion of students in private primary schools exceeds 10%, from high to low, they are Guangdong, Henan, Zhejiang, Shanghai, Hainan and Hebei; There are 7 provinces where the proportion of students in private junior high schools exceeds 15%, and the order from high to low is Shanxi, Anhui, Guangdong, Henan, Hebei, Zhejiang (17%) and Shanghai. Guangdong, Henan, Zhejiang, Shanghai and Hebei provinces have a high proportion of primary school 10% and junior high school 15%.
Cities with a relatively high proportion of Henan: Zhoukou, Xuchang, Shangqiu, Kaifeng Jiaozuo, Zhumadian and so on.
Three, about the operation of private school students accounted for 5% of the city, county 15%.
According to relevant reports, Hunan, Sichuan, Jiangsu, Henan and Beijing have successively introduced a 5% limit on the proportion of students in private compulsory education.
There are several situations in the implementation of document interpretation: one is across the board, and all cities including counties are 5%; One is that the whole province is controlled within 5% and some counties are controlled within 15%; There is also a clear, city 5%, county 15%.
This policy is unified in some provinces, some in the whole city, some provinces and cities give guidance, and counties and districts adopt implementation plans.
Within 5% means less than or equal to 5%, and some are set at 4.5% and 4.8%. In addition, less than 5% are not allowed to approve the construction of new private schools in compulsory education.
Fourth, the implementation of the new policy of layoffs.
Maintain social stability, steadily and cautiously promote, one school and one policy. Take the form of questionnaire survey, on-the-spot inspection and evaluation, soliciting opinions and interviewing each other.
Verb (abbreviation for verb) Types of layoffs

Step 2 downsize

Fifth, private schools with large scale, large class size and substandard per capita area are not allowed to enroll students, but existing students should be separated.

Type 7: Some counties and districts adopt the evaluation system of running schools, and determine the allocation index of students according to the ranking and whether they violate the rules or not.
Type 8: quite a number of counties and districts are waiting to see, and specific policies have not been introduced.

Once again, this is just a family statement, for decision-making reference only!
