Recently, our province issued the Second Special Education Promotion Plan of Sichuan Province (20 17-2020) (hereinafter referred to as the Second Plan), clearly implementing free education for disabled students from compulsory education to senior high school 12 years. By 2020, the enrollment rate of compulsory education for disabled children and adolescents in the province will reach over 95%.
Through the implementation of the first special education promotion plan (20 14-), the cause of special education in our province has developed rapidly in recent years. But overall, the development of special education in our province is still relatively backward. To this end, the "second phase plan" clearly defines three key tasks: improving the special education system, enhancing the supporting capacity of special education and improving the quality of special education.
The second phase of the plan proposes that the standard of public funds in the per capita budget of special education schools is 6,000 yuan per year, and encourages qualified areas to further raise the standard of funds. The standard of public funds for students attending ordinary classes and special education classes and sending them home shall be implemented according to the standards of special education schools. In view of the characteristics of many types, heavy degree and high education cost of disabled students, special education is emphasized when arranging the budget for preschool, high school and higher education. Improve the level of funding for disabled students, and implement free education for disabled students from compulsory education to senior high school 12 years.
The second phase of the plan clearly stated that the popularization level of compulsory education should be continuously improved. Check school-age disabled children who are not enrolled in school one by one, and do a good job in education and resettlement. Provide appropriate educational methods for disabled children and adolescents in various forms, such as regular schooling, special education and home delivery. Ordinary schools should vigorously support the construction of resource classrooms and equip them with resource teachers. Give full play to the backbone role of special education schools.
