Yingkou Vocational and Technical College is a public full-time ordinary college approved by the Liaoning Provincial People's Government and put on record by the Ministry of Education. It is jointly managed by the Liaoning Provincial People's Government and the Yingkou Municipal People's Government. The history of Yingkou Polytechnic can be traced back to 1959.

In February 2000, it was formed by the merger of Yingkou Normal College, Yingkou Higher Vocational College (formerly Yingkou University), Liaoning Radio and TV University Yingkou Branch, Liaoning Workers College Yingkou Branch, Liaoning Special Education Normal School and Yingkou Kindergarten Normal School. It is an institution of higher learning with coordinated development of higher vocational education, special normal education and general normal education.
