Education policy is a code of conduct on education formulated by a political party and a country according to the basic tasks and policies of the party and the country in a certain historical period, in order to realize the educational development goals and tasks in a certain historical period.
The Outline of Education Reform and Development in China issued by the Central Committee of the Communist Party of China and the State Council 1993 puts forward: "Developing education, improving the quality of the whole nation and transforming the heavy population burden into the advantage of human resources are the only way for China to realize socialist modernization."
Policy requirements
Encourage people to participate in lifelong learning through various forms and channels, strengthen the combination of school education and continuing education, further reform and develop adult education, improve the wide coverage and multi-level education and training network, gradually establish a continuing education guarantee mechanism with individual learners as the main body, employer support and necessary government funding, and establish a certification and accumulation system for all kinds of part-time education and training credits.
Focusing on updating knowledge and improving skills, we will carry out activities to create learning enterprises, learning organizations, learning communities and learning cities. Give full play to the role of industries and enterprises, and strengthen the education and training of workers, transferred workers and laid-off workers.
Actively develop diversified continuing education in senior high schools and universities, co-ordinate all kinds of resources at all levels, give full play to the role of ordinary universities, adult universities, radio and television universities and self-study exams, actively promote community education, and form a public resource platform for lifelong learning. Vigorously develop modern distance education and explore a new mode of opening up continuing education.
