The outline of education planning proposes to "improve the cost sharing mechanism in non-compulsory education stage", and the main points of the Ministry of Education also mention to "establish and improve the cost sharing and operation guarantee mechanism of preschool education". However, we still need to think and explore the current situation of cost sharing in preschool education in China, what is the core problem, whether there are changes before and after the implementation of the three-year action plan for preschool education, and how to establish a reasonable cost sharing structure.

In order to understand the cost sharing of preschool education in different places, the research group of "Research on Cost Sharing of Preschool Education" of the National Social Science Fund combed the relevant data in the Statistical Yearbook of Education Funds in China, and calculated the sharing ratio between provincial governments and families. The calculation method is: government share ratio = kindergarten budget education funds/total expenditure of preschool education funds, and parents share ratio = actual tuition and fees/total expenditure of preschool education funds.
It is found that before the publication of the State Council's Opinions on Developing Preschool Education at Present (hereinafter referred to as "National Ten Articles"), the overall neglect of preschool education by governments at all levels is very obvious. On the one hand, compared with primary schools, middle schools and universities, the total financial input of kindergartens is lower. Taking this as an example, the government's investment in primary schools, middle schools and universities is 19.0 times, 18.3 times and1/0.9 times that of kindergartens respectively. After the promulgation of the "National Ten Articles", the importance of preschool education has become increasingly prominent, and new education funds have begun to tilt towards preschool education. Even so, the financial input in the three stages of basic education, secondary education and higher education is still 13.9 times, 13.7 times and 9.7 times that of preschool education.
On the other hand, compared with primary schools, middle schools and universities, the proportion of government finance sharing the cost of preschool education is too low. The government share rate is an index reflecting how much the government shares the cost of education. The greater the ratio, the more government investment in this level of education. Although the government's cost-sharing ratio of pre-school education has increased from 34% to 42%, compared with other sub-schools, the gap is still large. For example, the government share ratio of kindergartens, primary schools, middle schools and universities is 34%, 96%, 84% and 56% respectively; The government share ratio of kindergartens, primary schools, middle schools and universities is 42%, 97%, 88% and 62% respectively. It can be seen that the proportion of government sharing in preschool education is far lower than that in other stages, and it is also far from higher education which is also a non-compulsory education stage.
