Illegally running a school: it mainly depends on whether the teaching has a school license issued by the competent education department and a business license issued by the administrative department for industry and commerce. If it involves vocational skills training, it also needs a license (qualification certificate) issued by the competent labor department. If you don't have a complete license, you can think that it is illegal to run a school.
