Since 20 12, the Ministry of Education of People's Republic of China (PRC) has organized and implemented a special enrollment plan for poverty-stricken areas, that is, an appropriate enrollment plan has been specially arranged in the enrollment plan of ordinary colleges and universities, and targeted enrollment has been implemented for students from concentrated contiguous poverty-stricken areas to guide and encourage students to return to poverty-stricken areas for employment, entrepreneurship and service after graduation. The relevant requirements are hereby notified as follows:

1, all relevant provinces (autonomous regions and municipalities) shall, according to the actual situation of this province, formulate policies and measures for special students to return to poverty-stricken areas for employment and entrepreneurship after graduation, and actively guide and encourage special students to go to poverty-stricken areas for employment and entrepreneurship in various forms after graduation.

2. Special students will not move their household registration when they register, and their household registration will be temporarily kept at the original household registration location. After employment registration, you can move into the work area according to relevant regulations. Special students do not transfer to another school or major during their study in school, and enjoy the scholarship policy equally with other students.

3. Special students who go to poverty-stricken areas for employment, entrepreneurship and service after graduation shall enjoy preferential policies such as tuition compensation and national student loan compensation in accordance with relevant regulations. Relevant provinces (autonomous regions and municipalities) should formulate or improve relevant measures as soon as possible to ensure the implementation of various preferential policies.
