China has always attached great importance to the gap between eastern and western higher education, and has taken various measures to make up for it. It is one of the effective measures to implement counterpart support in universities in the east and west. In June, 20001year, the Ministry of Education issued the Notice on Implementing the Counterpart Support Plan for Universities in the Western Region. In July, 20001year, a symposium on counterpart support for key universities in the western region was held, and the counterpart support plan was implemented, so as to promote the establishment of one-on-one assistance relationship between universities with strong teachers and scientific research strength in the eastern developed region and universities with relatively weak strength in the western region.

After 10 years of practice, the counterpart support work has made great achievements. The comprehensive strength of recipient universities has been greatly improved, the discipline construction has achieved leap-forward development, the structure of teachers has been optimized, the service ability of recipient universities has been improved, and the training of talents has been promoted, which has promoted local economic and social development. Five universities including Guizhou University, Ningxia University, Qinghai University, Tibet University and Shihezi University entered the ranks of "2 1 1 project".

200 1, the first batch of 13 aided western universities has only five first-class doctoral programs, 65 doctoral programs in two disciplines and 488 master programs. By 2009, there will be 46 doctoral programs in the first-level disciplines, 288 doctoral programs in two disciplines and 1493 master programs. Among the first batch of 13 aided universities, the number of full-time teachers with graduate education has increased from more than 3,800 to more than 1 1200. The two universities have undertaken more than 200 scientific research projects at or above the provincial and ministerial levels, some of which have achieved outstanding results. ?

Counterpart support is a practical and policy institutional innovation. It is necessary to further explore the long-term mechanism of counterpart support, further strengthen policy guidance, effectively benefit western universities, and realize the optimal allocation of national educational resources and coordinated regional development. It is necessary to have greater impetus in macro-policies, and take the "four significant improvements" as the main task of counterpart support in the future, that is, to significantly improve the teachers' level, personnel training quality, scientific research service ability and school management level of recipient universities and realize the goal of sound and rapid development of higher education in the western region.
