Hygienic management measures for hunting and handling marmots in plague epidemic areas
Chapter I General Provisions Article 1 These Measures are formulated in accordance with the relevant provisions of the Law on the Prevention and Control of Infectious Diseases in People's Republic of China (PRC), the Measures for the Implementation of the Law on the Prevention and Control of Infectious Diseases in People's Republic of China (PRC), the Law on the Protection of Wild Animals in People's Republic of China (PRC) and the Regulations for the Implementation of the Protection of Terrestrial Wild Animals in People's Republic of China (PRC). Article 2 Marmots are the main source of infection of human plague, and the state implements a health supervision and management system for hunting marmots. Article 3 All units and individuals engaged in marmot hunting business in plague epidemic areas must abide by these measures. Article 4 These Measures shall be jointly implemented by local people's governments at or above the county level and organized by relevant departments such as health and forestry. Chapter II Hunting Marmots Article 5 Anyone who hunts marmots must register with the professional plague prevention and control institutions at or above the county level with the certificate of the government at or above the township level and his resident identity card, and obtain the hunting license issued by the wildlife administrative department of the local people's government at or above the county level or its authorized unit before engaging in hunting marmots. Article 6 The hunting of marmots must be carried out in accordance with the places, time limits, tools and methods stipulated by the plague prevention and control institutions and the wildlife administrative departments in the marmot hunting area. Seventh hunting marmots must comply with the following health and epidemic prevention regulations:

(a) to receive education on plague prevention and control knowledge;

(2) Receiving plague vaccination;

(3) Plague prevention and control drugs and health care products are available;

(4) It is forbidden to skin dead otters and wait for wild animals to die;

(5) Marmot viscera and other dirt must be buried in situ, and it is forbidden to throw it away anywhere, polluting grasslands and water sources;

(6) having the obligation to report the epidemic situation of plague. When discovering wild animals such as suspected plague patients with acute high fever, patients with acute death, dead otters, etc., they must immediately report to local plague prevention and control institutions or health and epidemic prevention personnel;

(7) Groundhog hunters with symptoms such as high fever, swollen lymph nodes, chest pain, cough and hemoptysis. , you must go to the nearest doctor, truthfully explain the hunting situation of marmots, and you must not hide the truth or transfer it to other places without permission. Article 8 After the marmot hunting is finished, the hunters must register with the county plague prevention and control institution or the health and quarantine station established by it according to the regulations, and can leave the marmot hunting area only after there are no signs of plague after quarantine. Chapter III Sanitary Treatment of Marmots and Their Products Article 9 Marmot skins must be processed and meet the sanitary requirements before they can be sold. That is to say, the peeled otter skin must be stripped of its head, claws and tailbone, dried or salted, and dried in the shade for more than a month before the fur and skin board can be dried. Article 10 No unit or individual is allowed to sell meat, claws, tails, bones, viscera and raw fat of marmots. It is strictly forbidden to sell fresh skins peeled within one month. Article 11 The animal prevention and inspection institution of the competent department of agriculture and animal husbandry where marmots are hunted or the unit entrusted by it shall be responsible for the quarantine of the hunted live marmots and marmot skins, and the quarantine certificate shall be issued if they pass the quarantine inspection. Article 12 No unit or individual may purchase, sell, transport or process live marmots and their skins without quarantine certificates. Chapter IV Health Supervision Article 13 The health administrative department of the local people's government at or above the county level shall exercise the health supervision duty of hunting marmot plague. Its main responsibilities are:

(1) Monitoring the epidemic situation of plague;

(2) Training Marmot Hunters on knowledge of plague prevention and control;

(3) Vaccinating marmot hunters against plague;

(four) to check the implementation of these measures and investigate and deal with the problems found;

(five) other tasks stipulated by the administrative department of health of the State Council city.

The health administrative department of the local people's government at or above the county level may authorize the plague prevention and control institutions under its jurisdiction to perform the above duties. Fourteenth infectious disease management supervisors and infectious disease management inspectors shall perform various health supervision duties according to the tasks assigned by the local health administrative departments and plague prevention and control institutions. Article 15 The administrative department for industry and commerce shall be responsible for inspecting and handling the units and individuals that purchase and sell marmots and their products in the bazaars in violation of these measures. Chapter V Awards and Penalties Article 16 Units and individuals that have made remarkable achievements in conscientiously implementing these Measures shall be commended and rewarded by the health administrative department at the same level or at a higher level. Article 17 The administrative department of health shall commend and reward those who have actively reported the epidemic situation and found new epidemic areas and plague victims. Eighteenth in violation of the provisions of article fifth and article sixth of these measures, the administrative department of wildlife shall be investigated for legal responsibility according to the relevant provisions of the "People's Republic of China (PRC) Wildlife Protection Law" and the "Regulations for the Implementation of Terrestrial Wildlife Protection in People's Republic of China (PRC)". Article 19 Anyone who violates the provisions of Articles 7, 8 and 9 of these Measures shall be ordered by the health administrative department of the government at or above the county level to make corrections within a time limit, confiscate hunting tools and prey, and impose a fine of not more than 5,000 yuan according to the circumstances; If the circumstances are serious, a fine of not less than 5,000 yuan but not more than 20,000 yuan may be imposed. Article 20 Whoever violates the quarantine regulations of marmots and their products shall be executed by the administrative department of agriculture and animal husbandry of the government at or above the county level in accordance with the provisions of the Veterinary Health Administration of the Ministry of Agriculture. Article 21 Whoever, in violation of the provisions of these measures, sells or transports otter skins without quarantine certificates shall be ordered by the health administrative department of the government at or above the county level to carry out sanitary treatment within a time limit and may be fined less than 2 times the sales amount. Those who cause the spread of human plague or are in serious danger may be fined less than three times the sales amount.
