Educational institutions that implement vocational qualification training and technical level training organized by social forces and educational institutions that implement vocational skills training for the purpose of employment shall be examined and approved by the administrative department of human resources and social security of the people's government at or above the county level in accordance with the examination and approval authority prescribed by the state, and these measures are not applicable. Article 3 People's governments at all levels and education administrative departments shall strengthen their leadership over educational institutions and safeguard their legitimate rights and interests. Article 4 Educational institutions shall abide by the laws and regulations of the state, adhere to the socialist orientation of running schools, implement the educational policy of the state, and accept the leadership and management of local people's governments and their educational administrative departments. Among them, the self-study exam belongs to social aid, and it should also be guided by provincial self-study exam institutions. Chapter II Application Article 5 An application for the establishment of an educational institution shall meet the following basic conditions:
(a) a clear school purpose and training objectives, a professional teaching plan, syllabus, teaching materials and teaching management system;
(two) there are teaching places, school funds, teaching equipment and books and materials suitable for the scale of running a school;
(three) the person in charge of the school with college education and corresponding professional expertise and the ability to manage the school;
(four) there are a certain number of full-time and part-time teachers who meet the requirements of professional teaching and are relatively stable. Teachers who offer professional and technical courses must have more than 3 years of professional teaching experience. Article 6 Educational institutions are divided into two stages: preparation and formal establishment. If you meet the requirements of setting standards, you can directly apply for regular schools; Those who do not meet the requirements of the standard but have a certain foundation can apply for preparation first. Educational institutions in the preparatory period cannot enroll students. An educational institution approved by the provincial education administrative department shall have a preparation period of no more than 2 years. If it fails to meet the formal school-building standards, its qualification for preparation shall be cancelled. Article 7 To apply for establishing an educational institution, the following written materials shall be submitted:
(1) An application report for preparation;
(2) Organizing funds;
(three) the existing school conditions and development planning. Article 8 An educational institution applying for the formal establishment of a school shall submit the following written materials:
(1) An application report;
(2) Agreeing to apply for the certificate of running a school;
(3) The names and resumes of the principals, principal teachers, teaching staff and teachers to be hired of the educational institution;
(4) The name, articles of association and financial rules and regulations of the educational institution;
(5) documents certifying the school buildings, equipment and sources of funds of the educational institution;
(six) major, teaching plan, syllabus, enrollment plan, enrollment area, enrollment object, school form, charging standard, etc.
If a school is jointly run, it shall also submit a joint school agreement. Article 9 The names of educational institutions shall be named according to the following requirements:
(1) Full-time non-academic institutions of higher education with a schooling of more than two years shall not be named as "universities", but as "junior colleges or schools" and "self-study exam counseling colleges (centers, stations)", and other educational institutions shall be named as "training (remedial) schools or centers";
(2) The name of the school should be preceded by the name of the city where the school is located (excluding county-level cities, the same below) or the county-level administrative region. Without the approval of the Ministry of Education and the provincial education administrative department, the words "China", "China", "South China", "International", "Guangdong" and "Guangdong and Macao" shall not be used;
(three) generally do not use and restore the old school name before liberation, due to special circumstances, should be reported to the provincial education administrative department for approval;
(four) to hold an educational institution, the name of the school should be preceded by the word "(preparation)". Article 10 An educational institution shall set up a school-running reserve. The school-running reserve is drawn by the educational institution from the tuition fees collected every year and deposited in the special account opened by the county or municipal education administrative department where the educational institution is located until the amount of the reserve reaches the total tuition fees of students 1 year.
The school-running reserve fund is specially used to deal with the problems left over by students and teachers when educational institutions encounter difficulties in continuing to run schools, and shall not be used for other purposes. When an educational institution is closed, it shall return the school-running reserve and its legitimate interest to the educational institution in full. Chapter III Examination and Approval Article 11 Educational institutions shall go through the examination and approval procedures in accordance with the following provisions:
(1) All educational institutions organized by the central government in Guangdong and provincial social forces shall be examined and approved by the provincial education administrative department; Educational institutions organized by social forces from other provinces (cities) enroll students in Guangdong, and after the consent of the provincial education administrative department where the educational institution was originally located, it shall be reported to the education administrative department of Guangdong Province for examination and approval;
(II) Educational institutions organized by social forces in various cities shall be audited by the municipal education administrative department where the running unit or individual is located and submitted to the provincial education administrative department for examination and approval.
