Notice on "Science Curriculum Standards for Compulsory Education Primary Schools"

Education departments of all provinces, autonomous regions and municipalities directly under the Central Government (Education Committees), Education Bureau of Xinjiang Production and Construction Corps:

Since 200 1 launched a new round of basic education curriculum reform, after more than ten years of practical exploration, primary school science curriculum has played an important role in cultivating students' scientific literacy. However, in practice, there are still some problems to be strengthened, such as curriculum suitability, operability, times and integrity. In order to further strengthen science education in primary schools, according to the overall deployment of Lide Shu Ren's work, our department organized experts to revise and improve the Primary School Science Curriculum Standards, which was officially issued and implemented in the autumn of 20 17. The relevant requirements are hereby notified as follows:

1. Fully understand the importance of science education in primary schools. Science education is an important part of Lide Shu Ren's work, and it is the basis for improving the scientific quality of the whole people and building an innovative country. Science education in primary schools is of great significance to stimulate and protect children's curiosity and thirst for knowledge, and to cultivate students' scientific spirit and practical innovation ability. All localities should attach great importance to it, take the curriculum as the guide, and earnestly strengthen science education in primary schools.

2. Comprehensively strengthen the study and training work. All localities should do a good job in the publicity and training of curriculum standards, incorporate them into the training plan for principals and teachers, organize special training, and strengthen the training of all staff. According to the local education reality, especially the situation of teachers, we should design training courses as a whole, enrich training methods, and pay attention to the combination of theoretical training and practical research, so as to help principals and teachers deeply understand the basic concepts and requirements of curriculum standards and improve the education level.

3. Ensure that the required class hours are implemented. The starting grade of primary school science curriculum is adjusted to grade one. Before the Ministry of Education organized the revision of the Experimental Program of Compulsory Education Curriculum, in principle, the first and second grades of primary schools arranged the curriculum at a weekly rate of not less than 1 class hour, and the class hours of the third to sixth grades remained unchanged.

4. Highlight and strengthen teaching practice. All localities should guide teachers to implement the core literacy requirements of students' development and organize teaching according to curriculum standards. We should attach importance to experimental teaching, strive to create a suitable learning environment, promote students' active participation and exploration, and guide students to do every experiment well. Teachers should strengthen the guidance of practical inquiry process, pay attention to guiding students to combine hands and brains, enhance students' problem consciousness, and cultivate students' innovative spirit and practical ability.

5. Vigorously strengthen the organization and leadership of curriculum implementation. All localities should strengthen overall planning and carefully organize their implementation. It is necessary to rationally allocate primary school science teachers according to the actual situation and gradually establish a team of full-time and part-time teaching and research personnel. It is necessary to increase investment to ensure the needs of laboratory construction, instruments, facilities, equipment and consumables. It is necessary to optimize the construction of curriculum resources, attach importance to the role of families, communities and off-campus youth activity bases, and create favorable conditions for ensuring the implementation of the curriculum. It is necessary to strengthen the monitoring and supervision of curriculum implementation, establish the feedback and improvement mechanism of primary school science curriculum management, and ensure the full implementation of the curriculum.

Science and technology courses focus on scientific inquiry.

"The children are very interested in science classes." Zhang Peihua, a science teacher at Shi Jia Primary School, told the reporter that it is said that there will be a science class from grade one, and many second-year students will ask if they can attend it next semester. "I can only regret to tell them that they can't, because the new curriculum standard is implemented from the first grade of new enrollment and will not be implemented until the third grade."

According to the current curriculum standards, the starting grade of science classes in primary schools is Grade Three, with two class hours per week. The main purpose of class is to cultivate children's scientific literacy. Zhang Peihua introduced that there are three main categories of primary school science courses, one is the field of earth and universe science, the other is the field of life science, and the third is the field of materials science.

Although the state stipulates that science and technology courses in primary schools begin in the third grade, in fact, many school-based courses in primary schools will offer some science and technology courses that are not in the national curriculum. Bai Jie, a science teacher at Beijing Xicheng Struggle Primary School, told the reporter that students in Grade One and Grade Two of the school have a variety of science and technology classes every week, such as observing the animals and plants around them and taking them to visit the Science and Technology Museum. "Now there is no performance assessment in science and technology classes, mainly to let children participate more and do more."

Science and technology class needs to strengthen the content of hands-on practice

Zhang Peihua believes that the current science curriculum involves more knowledge and less scientific practice, which is mainly developed by teachers themselves. Science teachers in primary schools in Shi Jia have developed a large number of scientific practice courses. For example, let children design and make toys with magnets, and children's ideas can always surprise him. Many ideas and designs exceed the teacher's expectations, and some small inventions can solve problems in life.

"For example, a high vase with a narrow base is more likely to fall, so the child thinks of getting a magnet under the vase and sucking it on the iron table mat; For example, it is difficult for a teacher to draw a circle on the blackboard with a compass, and it is always difficult to align it stably. Because the blackboard is magnetic now, children think of designing the pointed part of the compass as a powerful magnet. "

Zhang Peihua said: "From the new curriculum standard, the course content of" Technology and Engineering "has been added to the original three fields, which is actually to strengthen the cultivation of students' design ability and innovative practice ability. This is very necessary for children to cultivate the' artisan spirit' in the scientific and technological era advocated by the state from an early age. "

Both Zhang Peihua and Bai Jie think it is of great significance to advance the science class to the first grade. Developing science and technology education is the basic guarantee to maintain the rapid development of China. However, this part of science and technology education is still relatively weak at present. Although it has been paid attention to ideologically, compared with other education, the investment in this area is still relatively weak.

There is still a gap between China's science and technology education and that of developed countries.

Zhang Peihua introduced that in foreign countries, even schools that don't offer science courses attach great importance to science and technology education, which can be reflected in the hardware configuration. "I just came back from an inspection in Finland. Their primary school may not have a dance studio or a gymnastics room, but generally there are professional science and technology venues that provide a lot of equipment for students to operate. It has a large area and complete equipment. Shi Jia Primary School is already at the forefront in China, but there is still a gap compared with some schools. "

Bai Jie also said that under the situation of education reform, science and technology classes need more specialized classrooms to meet students' experimental needs. Professional classrooms have materials for children to practice, tables and chairs are also conducive to group activities, and ordinary classrooms can only spell tables. Because science and technology classes need to be discussed, taking classes in ordinary classrooms will inevitably affect other classes.
