Emphasis is placed on "guidance", that is, guiding people to understand and digest the policies introduced.

Policy analysis: A process in which individuals, groups and research institutions systematically investigate and observe current or planned organizational policies, decision-making procedures and activities, and information reflected by the public, and make quantitative and qualitative analysis.

Its purpose is to help decision makers continue to adhere to or improve policy objectives and realize social development and the interests of most people. This concept was first put forward by American political scientist Linde blom, who believed that policy analysis was universal in the process of policy making.
