(1) School buildings and other basic teaching facilities suitable for the number of school-age children and adolescents;
(two) in accordance with the "compulsory education law" provisions of the preparation standards and the source of teachers with teachers;

Local people's governments at all levels and other institutions running schools should actively take measures to continuously improve the conditions for implementing compulsory education. People's governments at all levels should strive to popularize compulsory primary education by the end of this century. Nine-year compulsory education or compulsory education in primary and secondary schools should be basically popularized in most parts of the country.
The people's governments at the provincial level shall formulate plans for the implementation of compulsory education and stipulate the objectives, duration and measures for the implementation of compulsory education. The people's governments of cities and counties divided into districts shall, according to the planning of the provincial people's government, formulate specific plans for the implementation of compulsory education.
