Provincial education administrative departments should strengthen overall coordination, broaden channels for teachers' communication, optimize the allocation of teachers' resources, focus on the allocation of teachers' resources in rural areas, poverty-stricken areas, ethnic minority areas and weak schools, increase counterpart support, and encourage and organize urban primary and secondary school teachers to teach in rural areas.

Graduates of institutions of higher learning who engage in compulsory education in rural schools after obtaining teacher qualifications enjoy preferential treatment. Specific preferential measures shall be formulated by the provincial education administrative department in conjunction with relevant departments.
