From now on, our province will unify the benchmark quota of public funds per student in urban and rural compulsory education schools, and subsidize public funds for ordinary primary schools in compulsory education schools according to the benchmark quota of 600 yuan and 800 yuan per student in ordinary junior high schools every year. Secondly, our province has integrated and adjusted the existing policies, integrating a number of policies, such as the migrant children of migrant workers receiving compulsory education awards and subsidies, the rural compulsory education funding guarantee mechanism and the urban compulsory education awards and subsidies, and the students in compulsory education schools are exempt from paying homework fees, and established a unified compulsory education funding guarantee mechanism at the central, provincial, municipal and county levels.
The highlight of the new policy is to treat public and private enterprises equally. Our province stipulates that students in private compulsory education schools enjoy "three exemptions and one subsidy" at the same time, and the higher part of textbook fees, homework fees and tuition and miscellaneous fees is borne by the students' families.
According to the relevant person in charge of the Provincial Department of Finance, since 20 13, our province has independently implemented the policy of exempting students with boarding difficulties from paying textbooks and subsidizing living expenses in urban compulsory education, four years ahead of the central unified policy.
