(a) to establish a basic living security system for orphans. In order to meet the basic needs of orphans, establish a basic living security system for orphans. The governments of all provinces, autonomous regions and municipalities directly under the Central Government shall, in accordance with the principle of not being lower than the local average living standard, reasonably determine the minimum standards for raising orphans. The standard of raising orphans in institutions should be higher than that in scattered areas, and a natural growth mechanism of the minimum standard of raising orphans should be established. Local governments at all levels should arrange special funds to ensure that the basic living expenses of orphans are in place on time and in full; The central government arranges special funds to subsidize the basic living expenses of local orphans according to certain standards. Civil affairs and financial departments should establish a strict management system for orphans' basic living expenses, strengthen supervision and inspection, ensure earmarking and timely payment, and ensure that orphans' basic living expenses are used for orphans.
(2) Improve the level of medical rehabilitation of orphans. Incorporate orphans into the coverage of basic medical insurance for urban residents, new rural cooperative medical care, urban and rural medical assistance and other systems, appropriately improve the level of assistance, and the insurance (combined) expenses can be solved through the urban and rural medical assistance system; Incorporate qualified medical rehabilitation projects for disabled orphans into the scope of basic medical security and steadily improve the level of treatment; Conditional local governments and social charitable organizations can provide orphans with supplementary insurance such as accidental injury and commercial health insurance or critical illness insurance. The health department should give support and guidance to hospitals, outpatient departments, clinics and health centers (rooms) established by child welfare institutions; Disease prevention and control institutions should strengthen the guidance of epidemic prevention work in children's welfare institutions, and timely investigate and deal with the epidemic situation of infectious diseases in the institutions; Encourage and support medical institutions to reduce the medical expenses of orphans in various forms. Continue to implement the "Tomorrow Plan for Rehabilitation of Disabled Orphans after Operation".
(three) the implementation of the orphan education security policy. Where preschool orphans from poor families go to preschool education institutions for education, they shall be funded by the local government. Boarding orphans in compulsory education will all be included in the scope of living allowance. Orphans studying in ordinary high schools, secondary vocational schools, higher vocational schools and ordinary undergraduate colleges are given priority in the national funding policy system; Orphans who are still studying in school after adulthood continue to enjoy corresponding policies; The school gives priority to work-study programs. Effectively protect the right of disabled orphans to receive education, and disabled orphans with conditions can study in regular classes in ordinary schools; Orphans with disabilities such as vision, hearing, speech and intelligence who are not suitable for ordinary schools are arranged to attend special education schools; For disabled orphans who cannot attend special education schools, child welfare institutions shall encourage and support them to set up special education classes or special education schools and provide them with special education.
(4) Support orphans to find jobs as adults. Conscientiously implement the spirit of "People's Republic of China (PRC) Employment Promotion Law" and "Notice of the State Council on Doing a Good Job in Promoting Employment" (Guo Fa [2008] No.5), encourage and help orphans who have the ability to work to achieve employment after adulthood, and implement policies such as vocational training subsidies, vocational skill appraisal subsidies, free job introduction, job introduction subsidies and social insurance subsidies according to regulations; Orphans who find it difficult to find employment as adults will be given priority in public welfare posts developed by the government. The human resources and social security department should further implement the employment support policy for orphans in adulthood, provide targeted services and employment assistance, and promote the employment of orphans with working ability in adulthood.
(5) Strengthen housing security and services for orphans. Rural orphans without housing will be included as adults in the renovation plan of rural dangerous houses, and priority will be given to funding. Township governments and villagers' committees shall organize and mobilize social forces and local villagers to help build houses. When orphans living in cities meet the supply conditions of urban low-rent housing or other affordable housing, the local government should give priority to them and ensure that they are fully protected. For orphans with real estate, guardians should help them do a good job in the maintenance and protection of their houses.
