3. A special plan is a behavior plan made by people to accomplish a specific task. Special plans are different from ordinary plans, which are purposeful, professional and targeted, and are often completed by professionals, often corporate executives, administrators or scientific research scholars.

The special plan for directional enrollment in rural poverty-stricken areas (hereinafter referred to as the "national special plan") is undertaken by a number of undergraduate enrollment schools, mainly the central department universities and local "2 1 1 project" universities, with an enrollment scale of 50,000. Covering 832 poverty-stricken counties and provinces and regions with relatively low admission rates of key universities.
5. The implementation area of the national special plan is 832 poverty-stricken counties (including all concentrated contiguous counties with special difficulties and national key counties for poverty alleviation and development, including 22 regiments of Xinjiang Production and Construction Corps in three southern Xinjiang States), and Henan, Gansu and other provinces with relatively low enrollment ratio of key universities 10.
6. Candidates who have local household registration in the implementation area of this province (autonomous region or city) for more than 3 consecutive years and have attended a local high school for 3 consecutive years meet the registration conditions for the unified college entrance examination in that year. If their parents or legal guardians have local household registration, they can apply for the national special plan in the implementation area of this province (autonomous region or city).
