Primary and secondary school students are in an important period of physical and mental development. With the development of physiology and psychology, the expansion of social experience and the change of thinking mode, especially in the face of the pressure of social competition, they will encounter all kinds of psychological troubles or problems in their study, life, self-awareness, Emotional adjustment, interpersonal communication and employment. Therefore, developing mental health education in primary and secondary schools is the need of students' healthy physical and mental growth and the inevitable requirement of comprehensively promoting quality education. In order to thoroughly implement the spirit of the 18th National Congress of the Communist Party of China, implement the requirements of "Several Opinions of the State Council of the Central Committee of the Communist Party of China on Further Strengthening and Improving the Ideological and Moral Construction of Minors" and "Outline of the National Medium-and Long-Term Education Reform and Development Plan (20 10-2020)", and further scientifically guide and standardize the mental health education in primary and secondary schools, this outline is formulated on the basis of earnestly summing up the experience of mental health education in various parts of the country in recent years.
