The level of non-top high schools in Hangzhou may be inferior, especially the last few schools. Without competition, the enrollment rate is not very good. Even the county no.2 middle school in the province may not be able to compete. Comparing the waist high school and the tail high school horizontally, the province is not as good as Ningbo Wenzhou (similar to Shaoxing). Looking at the whole country, it may not be dominant in the comparison of second-tier cities, but it still has advantages compared with second-tier third-tier cities.
