Interim measures for the prevention and treatment of brucellosis
Chapter I General Provisions Article 1 These Measures are formulated for the purpose of preventing and eliminating brucellosis, improving people's health level and promoting the development of animal husbandry. Second health, agriculture (animal husbandry), commerce, foreign trade, supply and marketing, railways, transportation and other departments should take the prevention and control of brucellosis as a common task, unified planning, division of labor and cooperation, and conscientiously do a good job. Article 3 To prevent brucellosis, people should be mobilized, the policy of putting prevention first should be implemented, and comprehensive measures focusing on livestock immunization should be earnestly implemented to control and eliminate brucellosis. Chapter II Report on Epidemic Situation and Its Disposal Article 4 Departments of health and agriculture (animal husbandry) shall master the epidemic situation between people and animals in their own areas and adhere to the epidemic situation reporting system. Fifth health, agriculture (animal husbandry) departments should take effective measures in time to prevent the spread of zoonotic diseases. Chapter III Management of Infectious Sources Article 6 Sick animals are the main infectious sources of human and animal infectious diseases. Agriculture (animal husbandry) departments should take animal immunization as an important task. Seriously organize the strength of social organizations and teams, adjust measures to local conditions, ensure quality and quantity, and complete the immunization work of sheep, cattle and other livestock in epidemic areas on time. Issue a certificate after immunization. Seventh agricultural (animal husbandry) departments should actively carry out livestock quarantine work, adhere to the regular quarantine of breeding animals, dairy cows and dairy sheep, and issue quarantine certificates. The positive animals detected should be kept in isolation by designated personnel or purchased by commercial departments. Positive bulls must be eliminated. It is strictly forbidden to buy, sell or transfer sick animals without permission. Article 8 The purchase, transportation, import and slaughter of livestock shall be quarantined in accordance with relevant regulations. Immunized livestock must have proof of immunization. Animal migration and grazing in epidemic areas must have immunization or quarantine certificates issued by the agricultural department. Imported livestock must be quarantined. All livestock with positive brucellosis quarantine should be treated as sick animals. Article 9 The collective herds of production teams shall be raised outside the village. Members must keep their own livestock in captivity so that people and animals can be separated. Individual members are not allowed to keep sick animals. The administrative department for industry and commerce should strengthen the management of livestock trading market, and livestock and their products in epidemic areas must have quarantine or immunization certificates before they can enter the market. Where there is no proof of livestock migration and grazing in epidemic areas and enter the trading market, the local agricultural (animal husbandry) department shall give quarantine or immunization and double the fees. Chapter IV Protection and Treatment Article 10 The health department shall organize and carry out immunization work for key populations. Anyone who is engaged in grazing, breeding, feeding and other personnel who are in close contact with sick animals, slaughtering sick animals and processing of sick animal products, and personnel engaged in the prevention and research of brucellosis should be immunized in a planned way. Eleventh foreign trade, supply and marketing, light industry, textile departments should actively create conditions to disinfect raw hides, wool and other livestock products purchased from epidemic areas before processing. Feeding and transportation units shall disinfect the pens, sites, means of transport and lambing places where livestock stay. Commercial departments must treat the meat of sick animals at high temperature, and fresh cattle and goat milk must be strictly disinfected before they can be sold. Twelfth to widely publicize and popularize the knowledge of brucellosis prevention and control. Feeding and production units and individuals shall be responsible for the management of livestock, feces and water sources, and do a good job in environmental sanitation and personal hygiene in strict accordance with hygiene requirements. Thirteenth who directly engaged in brucellosis prevention, scientific research, quarantine, laboratory testing and vaccine production, etc., should be given labor protection supplies, and enjoy health benefits during the work. When the relevant departments allocate barefoot veterinarians and barefoot doctors to participate in the prevention and control work, they shall give appropriate health care and subsidies for lost time. Fourteenth medical and epidemic prevention units at all levels should actively undertake the task of diagnosis and treatment of brucellosis, and regularly check the scientific research personnel and key occupational groups engaged in brucellosis prevention and control. Acute patients should be treated immediately after being found, and chronic patients should be treated in a planned way. According to the situation, the treatment funds can be collected, reduced or exempted, and the funds are paid by the health and epidemic prevention expenses. Fifteenth health, animal husbandry and epidemic prevention personnel should be responsible for inspection and supervision of the relevant units to implement prevention and control measures, and put forward suggestions for improvement. The units under inspection should conscientiously study and implement them. If brucellosis is prevalent or spread due to perfunctory responsibilities, epidemic prevention personnel shall report to the people's government at a higher level and the competent department, and hold them accountable. Chapter V Scientific Research Article 16 Institutions of health, agriculture (animal husbandry), epidemic prevention, medical treatment, scientific research and relevant institutions of higher learning shall actively undertake the scientific research task of brucellosis. Key scientific research projects should be included in local and departmental plans, and relevant units should strengthen leadership, make plans, seriously solve the necessary funds, instruments and equipment, and complete scientific research projects on time. Chapter VI Supply of Vaccines, Drugs and Devices Article 17 The production and use of vaccines for human and animal immunization must be approved by the relevant state departments. Biological products and pharmaceutical factories should supply vaccines, diagnostic supplies and therapeutic supplies on time with good quality and quantity. The medical service should be based on the actual needs of prevention and research work. Arrange the production and supply of drugs and instruments. Chapter VII Awards and Penalties Article 18 People's governments at all levels and relevant departments shall commend and give material rewards to units and individuals who have made remarkable achievements in conscientiously implementing these Measures; Units and individuals who violate these measures should be criticized and educated. If the circumstances are bad and the consequences are serious, disciplinary action or punishment shall be given according to law. Chapter VIII Supplementary Provisions Article 19 All provinces, autonomous regions, municipalities directly under the Central Government and relevant departments shall, in accordance with these Measures and in light of specific conditions, formulate detailed implementation rules. Article 20 These Measures shall be implemented as of 1 March, 9801day.
