Due to force majeure such as natural disasters and other emergencies, the provinces (autonomous regions and municipalities) or prefectures (cities) and counties (districts) failed to implement the assessment on time. Provincial education examination institutions should report to the Ministry of Education's working group on emergency handling of examination safety emergencies in a timely manner, and conduct examinations by subject after approval by the Ministry of Education.

The notice also made it clear that the organization, management and marking of the subtitle of the examination should be implemented in accordance with the corresponding provisions of these Provisions. The examination time shall be determined by the Ministry of Education, and the examination center of the Ministry of Education or relevant provincial education examination institutions shall be responsible for providing subtopics, corresponding answers and scoring reference.
