Recently, the Ministry of Education and other nine departments issued the Action Plan for Developing and Promoting Preschool Education during the Tenth Five-Year Plan (hereinafter referred to as the Plan) to further improve the popularization level of preschool education and lay a solid foundation for cultivating socialist builders and successors with all-round development in morality, intelligence, physique, beauty and labor.

In recent years, the progress of preschool education in China is obvious to all. The gross enrollment rate of preschool children has steadily increased, and the problem of "difficult and expensive admission" has been effectively alleviated. However, as the head of the Department of Basic Education of the Ministry of Education pointed out, there is a regional and structural shortage of inclusive resources at present, and preschool education as the "weakest link" of the whole education system has not changed. This "Plan" responds to the people's good expectations for "early childhood education", and it is necessary to take many measures to do a good job in preschool education and help the quality of preschool education "go up the stairs".

The construction of teaching staff has reached a higher level, and the treatment guarantee measures are feasible. Whether preschool education can be done well depends largely on the strength of teachers. For a long time, the overall educational level of preschool teachers is low, and some preschool teachers lack the necessary teaching qualifications, which has become a "hard injury" that restricts the development of preschool education. The People's Republic of China (PRC) Teachers Law (Revised Draft) (Draft for Comment) published a few days ago proposes that kindergarten teachers should "have a college degree or above in preschool education or other related majors". Existing kindergarten teachers should strive to achieve "all-staff retraining", innovate the "on-the-job continuing education" model, and improve their academic qualifications and teaching level. Focus on supporting areas with weak teachers, encourage developed areas to "pair up" with underdeveloped areas, help kindergarten teachers in underdeveloped areas obtain high-quality training resources, and iron out the "information gap" in preschool education.

Strengthen the scientific nature of education and respect the law of healthy growth. Preschool education must respect children's learning characteristics and laws of physical and mental development, adhere to games as the basic activities, guide children to learn common sense of life in games, and cultivate healthy habits of work and rest. Improve the pre-school education inspection mechanism, correct the teaching behavior that violates the laws of children's physical and mental development, and let children have a golden childhood of happy growth.
