Increase investment in ethnic education. Since 1990, the state has set up subsidies for ethnic education, which are specially used for the development of ethnic education. During the Ninth Five-Year Plan period, the central government set up a special fund of 3.9 billion yuan for the "National Compulsory Education Project in Poverty-stricken Areas", of which 2.2 billion yuan was invested in the western 12 provinces and regions with difficulties in the Ninth Five-Year Plan and concentrated ethnic populations; The state grants for compulsory education in poverty-stricken areas have invested 654.38 billion yuan in minority areas to help poor minority children enter school. In addition, the distribution of special funds such as normal education and vocational and technical education is also inclined to ethnic areas. Among the World Bank loans for four basic education development projects in poverty-stricken areas arranged by the state, 200 million dollars are used to support the education development of 200 counties in western ethnic areas. From 1996 to 20001year, the state implemented the national poverty alleviation education project, the "2 1 1" project, the key construction of a university in each province in the west, the construction of campus network in the west, the development of secondary vocational education in the west, the expansion of colleges and universities and the investment of funds, the development of ordinary high schools and the foundation of universities. In the past two years, during the Tenth Five-Year Plan period, 3 billion yuan of reconstruction funds for dilapidated buildings in primary and secondary schools and 5 billion yuan of special funds for compulsory education were mainly invested in western ethnic areas, and the conditions for running ethnic minority education have been greatly improved.
3. New achievements have been made in the construction of "two basics" in ethnic areas. With the support of the state, ethnic minority areas have adapted to local conditions and adopted flexible and diverse forms of running schools, which has accelerated the popularization of compulsory education. The illiteracy rate of young adults in ethnic minority areas has dropped to below 15% on average. By the end of 2006, 358 counties (flags, cities and districts) out of 699 county-level administrative divisions in ethnic autonomous areas had achieved the goal of "two basics", accounting for 5 1% of the county-level administrative divisions in ethnic autonomous areas.
