Chapter I General Provisions Article 1 In order to improve the self-study examination system and develop the self-study examination in our province, these detailed rules are formulated in accordance with the provisions of the Provisional Regulations of the State Council on the Self-study Examination of Higher Education and combined with the actual situation in our province. Article 2 The self-study examination referred to in these Detailed Rules is a national examination for self-study focusing on higher education or secondary school education. It is a new form of education that combines individual self-study, social assistance and national examination.

The task of self-study examination is to promote a wide range of personal self-study and social assistance activities through national examinations, to promote on-the-job professional education, professional education after junior high school and senior high school and continuing education after university, to cultivate and select professionals with both ability and political integrity at multiple levels and specifications, to improve the ideological and moral, scientific and cultural quality of the whole nation and to meet the needs of socialist modernization. Third People's Republic of China (PRC) citizens who live and work in this province, regardless of gender, age, nationality, race and education level, can take the self-study exam in accordance with the provisions.

Compatriots from Hong Kong, Macao and Taiwan, overseas Chinese and foreigners can take self-study exams in our province.

Reeducation-through-labor personnel who can abide by discipline, accept reform and actively study may also take self-study exams upon approval. Article 4 Self-study exams should adhere to the direction of education serving socialist construction, pay attention to social benefits and ensure the quality of talents. According to the needs of economic construction and social development and the actual possibility of examination conditions, the examination specialty is set up. Gradually implement the professional examination entrusted by the employing department. Article 5 The educational level of the self-study examination generally meets the requirements of the same educational level of ordinary institutions of higher learning and secondary specialized schools. Chapter II Examination Institutions Article 6 A self-study examination committee (hereinafter referred to as the "provincial examination committee") shall be established in this province, which shall be responsible for the self-study examination in the whole province under the leadership of the provincial people's government and the guidance of the National Higher Education Self-study Examination Steering Committee (hereinafter referred to as the "national examination committee").

The provincial examination committee is composed of the heads of the provincial education, planning, finance, personnel and labor departments, the heads of the army and relevant people's organizations, the heads of some colleges and universities and experts and scholars. A deputy governor of the provincial people's government is the director.

The responsibilities of the provincial examination committee are:

(a) to implement the national guidelines, policies, regulations and business norms related to the self-study examination, and to formulate the documents of the self-study examination in this province;

(two) under the guidance of the National Examination Committee, combined with the actual situation in our province to develop and publish the examination profession, and specify the examiner school;

(three) the organization of the province's self-study examination work;

(four) according to the entrustment of the relevant departments of the provincial people's government, organize the qualification and grade examination of related industries;

(five) responsible for the examination management of candidates in the province, and issue graduation certificates and professional certificates;

(six) to guide and manage the social assistance activities in the province;

(seven) according to the entrustment of the State Education Commission and the Provincial Higher Education Bureau, check the teaching quality of adult colleges and universities approved for establishment and enrollment.

The Provincial Higher Education Bureau set up a self-study examination management institution, which also serves as the daily office of the provincial examination committee. Article 7 The Municipal Self-study Examination Working Committee (hereinafter referred to as the Municipal Examination Committee) shall be established to carry out its work under the leadership of the Municipal People's Government and the guidance of the Provincial Examination Committee. The composition of the municipal examination committee can be determined with reference to the composition of the members of the provincial examination committee.

The responsibilities of the Municipal Examination Committee are:

(a) responsible for organizing local self-study exams;

(two) to guide and manage social assistance activities in the region;

(three) responsible for the examination management of local secondary education self-study examination candidates, according to the provincial examination committee commissioned by the issuance of higher and secondary education self-study examination certificate;

(four) to be responsible for organizing the ideological and moral appraisal of the graduates of the self-study examination in this area.

The municipal education administrative department shall set up a self-study examination institution as the daily office of the Municipal Examination Committee. Eighth counties (including county-level cities) self-study examination work by the county administrative department of education designated institutions or persons in charge. Ninth higher education self-study examination examiner by the provincial examination committee appointed full-time colleges and universities with strong professional teachers. Examiners accept the leadership of the provincial examination committee in the higher education self-study examination, participate in the formulation of professional examination plans, curriculum self-study examination outlines, propositions and marking papers, be responsible for the examination of practical learning links, countersign graduation certificates, and handle related work assigned by the provincial examination committee.

The examiner's school should set up a higher education self-study examination office, equipped with full-time staff according to the task, and the required preparation should be included in the total number of schools. Tenth secondary professional education self-study examination by the provincial examination committee set up a professional guidance group according to the actual situation. The professional guidance group consists of principals, professional teachers, responsible persons and professionals of relevant ordinary middle schools. Under the leadership of the Provincial Examination Committee, participate in the formulation of professional examination plans, curriculum self-study examination outlines, propositions and marking papers, organize the examination of practical learning links, and handle related work assigned by the Provincial Examination Committee. Article 11. Under the guidance of the provincial examination committee, the entrusted examination unit or department shall assist the examination department in organizing the self-study examination of the system, be responsible for the student counseling and textbook ordering of the candidates of the system, countersign the professional certificate, and handle the related work assigned by the provincial examination committee.

The units or departments entrusted with the examination shall designate relevant institutions or special personnel to manage the self-study examination of this system.
