The Municipal Education Bureau (the Municipal Education Commission) has the following internal organs:
(1) Secretariat of the Secretary Group of the Municipal Education Leading Group. Responsible for handling the daily affairs of the secretary group of the Municipal Education Leading Group.
(2) Office (press and publicity office). Responsible for the comprehensive coordination of the daily work of party affairs and government affairs of the bureau; Responsible for organizing important meetings and supervising matters assigned by leaders; Responsible for secretarial, information, supervision, letters and visits, confidential, documents and archives, confidentiality, yearbook, news propaganda and other work.
Responsible for handling the suggestions of NPC deputies and CPPCC members; Responsible for the fixed assets management and logistics support of the bureau; Responsible for the management of the government website of the unit; Responsible for reception work.
(3) Policy and Regulation Department (Administrative Examination and Approval Service Department). To study the city's educational reform and development strategy and conduct policy research on major issues, and organize research on major issues related to education; To organize the drafting of local laws and regulations on education in the whole city; Organize and coordinate the education, publicity and administrative law enforcement of the rule of law.
To undertake educational administrative reconsideration and administrative litigation; Responsible for the legality review of normative documents of this organ; Responsible for the openness of government affairs; Take the lead in coordinating administrative examination and approval.
(4) Development Planning Office. To study and formulate the city's education development plan, annual plan and enrollment plan; Overall planning and comprehensive management of the city's education informatization; Coordinate the development of urban and rural education, comprehensively coordinate the layout and structural adjustment of all kinds of education and the reform of school-running system; Responsible for the examination and approval of the establishment, renaming, cancellation and adjustment of schools (including private schools).
Participate in the examination (approval) of the major setting of secondary vocational education; Take the lead in managing the work of running schools by social forces; Responsible for the planning and management of educational technology and equipment; Guide the construction of school teaching materials and library work.
Responsible for the statistics, analysis and release of all kinds of education development information in the city; Responsible for the examination and approval of Chinese-foreign cooperative education projects, institutions and schools for foreign children in this Municipality; Responsible for educational cooperation, counterpart support and assistance.
(5) Primary Education Department (Office of the Leading Group for Kindergarten Work). Comprehensive management of the city's primary school (including private primary schools) education, preschool (including private kindergartens) education, special education, children's palace off-campus education; Assist relevant offices to undertake the development planning, layout adjustment and system reform of primary education (including preschool education).
