Private education management system
The articles of association of a private school shall specify the following main items: (1) the name and address of the school; (two) the purpose, scale, level and form of running a school; (three) the amount, source and nature of the school assets; (4) The formation method, personnel composition, term of office, rules of procedure and powers of the Council, the board of directors or other forms of decision-making bodies; (5) The legal representative of the school (held by the chairman, chairman or principal); (6) Whether investors require reasonable returns; (seven) the reasons for the termination of the school; (8) Procedures for amending the Articles of Association. (nine) the functions and powers of the school principal; (10) The legitimate rights and interests of teachers and educatees; (1 1) school financial management system.

Amendments to the articles of association of private schools shall be reported to the examination and approval authorities for the record, and the examination and approval authorities shall announce them to the public.

Private schools shall set up school affairs committees, boards of directors or other forms of decision-making bodies, and formulate articles of association. Its articles of association shall stipulate the formation method, personnel composition, term of office, rules of procedure and powers of the Council, the board of directors or other forms of decision-making bodies.

The school board of directors or the board of directors is composed of the sponsors or their representatives, principals, staff representatives and other personnel, of which more than one third of the directors or directors should have more than five years of education and teaching experience; The school board of directors or council is composed of more than five people, with a chairman or chairman; The chairman, directors or the list of the chairman and directors and relevant supporting materials shall be submitted to the examination and approval authority for the record.

The school board of directors or council shall exercise the following functions and powers:

(1) appointment and removal of principals; (two) to amend the articles of association of the school and formulate school rules and regulations; (three) to formulate development plans and approve the annual work plan; (four) to raise funds for running schools and examine the budget and final accounts; (five) to decide on the staffing quota and salary standard of teaching and administrative staff; (six) to decide on the division, merger and termination of the school; (seven) to decide other important matters. The functions and powers of other forms of decision-making bodies shall be implemented with reference to these Provisions.

The board of directors, the Council or other decision-making bodies of private schools hold meetings at least once a year. Upon the proposal of more than 1/3 members, an interim board meeting, a board meeting or other forms of decision-making bodies may be convened; When discussing the following major issues, it shall be adopted by more than 2/3 members:

(1) appointment and removal of principals; (2) amending the school charter; (3) Formulating development plans; 4) Review the budget and final accounts; (five) to decide on the division, merger and termination of the school; (six) other important matters stipulated in the articles of association of the school. Private schools shall establish financial and accounting systems and asset management systems according to law, set up accounting books in accordance with the relevant provisions of the state, conduct accounting in accordance with the Accounting Law of People's Republic of China (PRC) and the unified accounting system of the state, and prepare financial and accounting reports.
