Graduated from Wuhan Waterway Industry School (specialized in ship machinery manufacturing and repair, technical secondary school), Huazhong Normal University (majoring in education, undergraduate course) and Wuhan Jiaotong University (majoring in transportation, graduate student), with a master's degree in engineering, a researcher's title and a cadre at the level. 1997 Up to now, he has served as the principal of Wuhan Maritime Secondary Vocational and Technical School, the director of Wuhan Training Center of Maritime Safety Administration of Ministry of Communications, the director of Staff Training Center of Changjiang Maritime Safety Administration and the director of Changjiang Crew Examination Center. In 2008, he was awarded the honorary title of "Top Ten Influential People in the Thirty Years of Reform and Opening-up" by Changjiang Maritime Safety Administration. In April 2009, he was employed by Dongfang Pilotage Education Group as the principal of Nanjing Urban Transportation School.
