④ Developing rural education is the key to solve the problems of agriculture, countryside and farmers.

China's constitution stipulates that education is the basic right of citizens, and the state should create all conditions for the broad masses of farmers and their children to receive good education.

Laborers are the main body of productive forces, and strengthening rural education is an inevitable requirement for our party to improve the quality of laborers and promote the development of advanced productive forces.

⑦ It embodies the Party's adherence to people-oriented, the implementation of Scientific Outlook on Development, and the all-round development of economy, society and people.

(8) It is conducive to the equal enjoyment of citizens' right to education, the realization of educational equity and the embodiment of social justice, the strengthening and promotion of rural spiritual civilization, and the improvement of the ideological and moral quality and scientific and cultural quality of the whole nation.

The Constitution stipulates that citizens have the right and obligation to receive education.

Participating in compulsory education is not only an obligation that school-age children and adolescents should fulfill, but also an obligation that the state, society, schools and families must fulfill.
