Chapter I General Provisions Article 1 In order to promote the sustained, coordinated and healthy development of ethnic education and improve the quality of people of all ethnic groups in Autonomous Prefecture, these Regulations are formulated in accordance with the provisions of the Law on Regional Ethnic Autonomy in People's Republic of China (PRC), the Education Law of the People's Republic of China and the Compulsory Education Law of People's Republic of China (PRC). "Teachers Law of People's Republic of China (PRC)" and "Autonomous Regulations of Aba Tibetan and Qiang Autonomous Prefecture" (hereinafter referred to as Autonomous Prefecture). Article 2 The implementation of education and related activities within the jurisdiction of the Autonomous Prefecture shall abide by these regulations. Article 3 The people's governments of autonomous prefectures and counties shall lead and manage education work in accordance with the principle of hierarchical management and division of responsibilities, and the education administrative departments of the people's governments of autonomous prefectures and counties shall be in charge of education work; The state and county people's governments and their relevant departments shall incorporate education into the national economic and social development plan and be responsible for relevant education work within their respective functions and duties. Article 4 Autonomous Prefecture puts education in a strategic position of giving priority to development, insists that education serves socialist modernization, implements the strategic policy of education-oriented, rejuvenating the country through science and education and strengthening the country through talents, trains socialist builders and successors with all-round development in morality, intelligence, physique and beauty, and comprehensively promotes the scientific development of education. Fifth Autonomous Prefecture basically popularize preschool education and senior high school education, consolidate and improve the achievements of nine-year compulsory education, implement fifteen-year compulsory education, establish a compulsory education guarantee mechanism, and develop vocational education and continuing education. Pay attention to bilingual education, special education and off-campus education, improve the standardized construction and management of boarding schools, and establish a complete modern national education system, lifelong education system and education assistance system. Article 6 Autonomous Prefecture promotes educational reform and development, optimizes educational structure, rationally allocates educational resources, and promotes the balanced development of regional education.

Autonomous Prefecture should comprehensively promote quality education, improve the quality of education and the level of running schools, and promote the coordinated development of all kinds of education at all levels. Chapter II Educational Structure Article 7 The educational structure of Autonomous Prefecture includes preschool education, nine-year compulsory education, high school education, higher education, vocational and technical education, special education and continuing education. Article 8 Autonomous Prefecture shall establish schools at the following levels: kindergartens, primary schools, junior high schools, nine-year compulsory education schools, high (final) secondary and higher vocational and technical schools, and special education schools. Article 9 Autonomous Prefecture shall vigorously develop preschool education, popularize one-year preschool education and gradually popularize three-year preschool education.

Autonomous Prefecture People's Government shall strengthen the macro guidance and management of preschool education, and standardize the behavior of running parks. The relevant departments of the Autonomous Prefecture shall carry out their duties and mobilize all forces to develop preschool education.

Autonomous Prefecture to establish a government-led, social participation, public and private garden system; Increase government investment, improve the reasonable cost sharing mechanism, vigorously develop public kindergartens and actively support private kindergartens.

Autonomous Prefecture focuses on developing rural preschool education, strengthening three-year preschool bilingual education, making full use of school surplus resources and village activity rooms in the layout structure of primary and secondary schools, and holding village-level preschool classes to basically meet the needs of the people for preschool education. Tenth Autonomous Prefecture shall consolidate the achievements of popularizing nine-year compulsory education and improve the quality of popularizing compulsory education and education.

Autonomous Prefecture shall ensure that school-age children and adolescents do not drop out of school because of family financial difficulties, school difficulties, learning difficulties and other reasons, and strictly control dropping out of school. Ensure that children of migrant workers receive compulsory education on an equal footing.

Autonomous Prefecture shall establish and improve the balanced development mechanism of compulsory education, promote the standardized construction and management of compulsory education schools, balance the allocation of education and teaching resources, implement the exchange system between teachers and principals in the region, and rationally allocate the enrollment places of high-quality ordinary high schools and high-quality secondary vocational schools to junior high schools in the region. Eleventh Autonomous Prefecture should fully implement the new curriculum reform in senior high schools, promote the diversified development of ordinary senior high schools, and improve the teaching quality and school efficiency. Twelfth colleges and universities within the jurisdiction of the Autonomous Prefecture shall strengthen the construction of key disciplines and majors, improve the quality of running schools, and enhance the ability and level of serving the economic and social development of the Autonomous Prefecture. Thirteenth Autonomous Prefecture shall accelerate the development of special education, special education into the implementation of the education system. Comprehensively improve the popularization level of compulsory education for disabled children and adolescents, accelerate the development of senior high school education for disabled people, actively promote vocational education for disabled people, and develop preschool education for disabled children according to local conditions.

Autonomous Prefecture should improve the special education system, set up reasonable special education schools, schools at all levels should actively create conditions to accept the disabled, and constantly expand the scale of regular schools and special education classes.

Autonomous Prefecture should increase investment in special education, improve school facilities, improve the treatment of special education teachers, increase funding for disabled students with financial difficulties, and ensure that disabled students complete the education they should receive. Fourteenth autonomous prefectures should develop vocational education and strengthen the construction of compound teachers and experimental training bases with both educational and teaching ability and work experience. Pay attention to school-enterprise cooperation, carry out targeted personnel training, impart theoretical knowledge and skills according to job training, optimize specialty settings, strengthen curriculum construction, cultivate adaptable and practical talents, and promote employment.
