Education supervision includes the following contents:
(a) the supervision of the people's governments at or above the county level on the implementation of educational laws, regulations and rules by the people's governments at lower levels and the relevant departments of the people's governments at the corresponding levels, as well as the national educational principles and policies;
(two) the people's governments at or above the county level shall supervise the education and teaching work of schools and other educational institutions (hereinafter referred to as schools). Article 4 The institutions in charge of educational supervision of the people's governments at or above the county level (hereinafter referred to as educational supervision institutions) undertake educational supervision within their respective administrative areas, independently exercise supervision functions under the leadership of the people's governments at the corresponding levels, and accept professional guidance from educational supervision institutions at higher levels. Article 5 The people's governments at or above the county level shall strengthen their leadership over education supervision, ensure the staffing and working conditions for carrying out education supervision, and include education supervision funds in the fiscal budget at the corresponding level. Article 6 Educational supervision institutions shall perform the following duties:
(a) to formulate educational supervision plans, plans and work systems;
(2) Organizing and implementing supervision, inspection, evaluation and guidance on education at all levels;
(3) Organizing the evaluation and monitoring of the development and quality of education;
(four) to organize the investigation and study of educational key and hot issues, put forward opinions and report to the people's government at the corresponding level;
(five) training, assessment and management of inspectors and other educational supervisors;
(six) the organization to carry out educational supervision research, summarize and popularize the experience of educational supervision;
(seven) the provisions of laws, regulations, rules and national education policies and other duties determined by the people's government at the same level. Seventh people's governments at or above the county level shall provide full-time inspectors for educational supervision institutions.
Educational supervision institutions can hire part-time inspectors according to the needs of their work. The term of office of part-time inspectors is 3 years, with no more than 3 consecutive terms.
Those who meet the conditions prescribed by the state may be appointed as full-time inspectors by the people's governments at or above the county level, or as part-time inspectors by educational supervision institutions. The inspector shall be issued an inspector certificate by the educational supervision institution. Eighth inspectors shall abide by the relevant provisions of education supervision, objectively and fairly reflect the actual situation, and shall not conceal or fabricate facts.
If the inspector has an interest in the supervised unit or there are other circumstances that may affect the fairness of educational supervision, he shall withdraw. Article 9 Education supervision institutions shall regularly provide inspectors with professional training in relevant laws, regulations and rules, as well as theories, methods and technologies of education management, education supervision and evaluation, and take measures to support inspectors to carry out scientific research and exchanges on education supervision, so as to improve their professional ability.
Educational supervision institutions shall strengthen the management of inspectors and assess their performance of inspectors' duties, and the assessment results shall be the main basis for the appointment, removal or continued appointment and removal of inspectors. Tenth education supervision institutions to supervise the relevant departments of the people's government at the same level and the people's governments at lower levels, mainly including the following matters:
(a) the deployment and implementation of education planning, coordinated development of all kinds of education at all levels, balanced development of compulsory education;
(two) the completion of the task of education reform and development;
(three) the education budget, the management and use of education funds;
(four) to ensure and improve the conditions for running schools;
(five) the construction of the principal team, the allocation of teachers and the guarantee of treatment;
(six) handling education emergencies and implementing school safety and health supervision and management;
(seven) to solve the educational problems of general concern to the society;
(eight) other matters stipulated by laws, regulations, rules and national education policies. Eleventh education supervision institutions to supervise the school, mainly including the following matters:
(a) the situation of running schools according to law, independent running schools and democratic management;
(two) the implementation of quality education, education and teaching management, education and teaching level;
(three) the implementation of the curriculum plan and curriculum standards, and the quality of education and teaching;
(four) the equipment, use and management of teaching and living rooms, facilities and equipment;
(five) the management and use of education funds; (six) the management and professional construction of teachers, and protect the legitimate rights and interests of teachers according to law;
(seven) the construction of moral education and teachers' morality, school spirit and study style in schools;
(eight) the establishment and implementation of enrollment, student status management and school safety and health system;
(nine) other matters stipulated by laws, regulations, rules and national education policies.
