Similarly, unless we can prove that the quality of education provided by for-profit private schools is not as good as that provided by non-profit private schools in a factual or logical sense, then the education provided by for-profit private schools and that provided by non-profit private schools also have the same public welfare.
Second, the public welfare of private education is constantly strengthening rather than weakening.
The quality of public education has improved in the same period, which means that the quality of private education has improved more in the same period. Otherwise, it cannot explain why the number of students in public schools has decreased by 20 million since 2002, while the number of students in private schools has increased by more than 20 million. Therefore, it is an objective fact that the public welfare of private education continues to increase.

When considering the policy design of the common development of public education and private education from the standpoint of people-oriented, we must establish a basic principle, that is, let private education and public education obtain equal legal status and let private schools compete equally with public schools (Articles 2 and 5 of the Law on the Promotion of Private Education).
The resulting survival of the fittest will increase the total contribution of education to society, that is, the growth of public welfare, and any discriminatory policy arrangement will inevitably lead to the loss of public welfare of education. It is in this sense that we should fully affirm the system design of Articles 7 and 8 of the newly implemented Regulations.
