Chapter I General Principles

Article 1 These Detailed Rules are formulated for the purpose of comprehensively and thoroughly implementing the Regulations on School Safety in Shandong Province (hereinafter referred to as the Regulations).

Article 2 School safety work should be people-oriented, adhere to people-oriented and life-oriented, put the safety of teachers and students in the first place, firmly establish the concept of safe development, and prevent and resolve major safety risks from the source. School safety work should adhere to the principle of "one post and two responsibilities, joint management, due diligence and exemption, and accountability for dereliction of duty".

Article 3 The safety of schools and their surroundings mainly includes fire safety, public security safety, traffic safety, food safety, hygiene safety, school building safety, facilities and equipment safety, teaching and experiment safety, activity safety, drowning prevention, mental health, bullying and violence by students, natural disasters, unexpected accidents and other safety threats that may cause harm to teachers and students.

Chapter II Management Responsibilities

Article 4 The people's governments at or above the county level shall be responsible for the school safety work within their respective administrative areas, incorporate it into the national economic and social development plan, establish a work coordination mechanism, clarify the safety supervision and management responsibilities of various departments, and establish a school safety work mechanism with unified leadership by the government, concerted efforts by all departments and social coordination.

Article 5 Education, public security, finance, human resources and social security, natural resources, housing and urban construction, transportation, water conservancy, agriculture and rural areas, culture and tourism, health and emergency management, market supervision, urban management, fire rescue and other departments at or above the county level shall, according to their respective functions and duties, implement the safety management of schools and surrounding areas.

Article 6 The administrative department of education shall perform the following school safety duties:

(a) responsible for guiding the school to carry out the construction of a "safe campus", urging the school to establish and improve the safety responsibility system and safety rules and regulations for all staff, strengthening the inspection and guidance of safety work, organizing special supervision of school safety work, and regularly organizing training for school safety personnel;

(two) to develop school safety assessment objectives, improve the reward mechanism, establish a safety responsibility and accident responsibility investigation mechanism, and fully mobilize the enthusiasm of safety management personnel;

(3) to prepare school safety education plans and implementation plans, guide and urge schools to formulate emergency plans and disposal plans for safety emergencies, carry out targeted safety education, and regularly guide schools to carry out emergency drills for emergencies such as earthquake prevention, fire prevention, flood control and stampede prevention;

(four) to guide and organize schools to carry out the investigation and rectification of potential safety hazards, implement the safety responsibility system for all faculty members, and organize regular safety business training; Responsible for emergency handling of system security emergencies, preventing and resolving school-related risk contradictions, and properly handling student injury accidents;

(five) according to the "school bus safety management regulations" and "Shandong Province school bus safety management measures", to perform the duties related to school bus safety management; Guide schools to prevent and control school bullying and violence, and carry out drowning safety education for underage students;

(six) responsible for the comprehensive supervision and management of school safety production and the use of dangerous chemicals in the laboratory, and investigating and handling related safety accidents.

Seventh public security organs shall perform the following duties in school safety work:

(a) responsible for promoting and coordinating the campus safety into the social security prevention and control system, the implementation of peak service, in conjunction with the education department to organize "nursing posts" to carry out nursing work during school hours. Guide the school to connect the video monitoring and emergency alarm devices installed in key parts to the monitoring and alarm platform of public security organs.

Strengthen the construction of video surveillance alarm platform for public security organs to ensure that video surveillance and one-button emergency alarm devices in key areas of schools are connected with public security organs;

(two) responsible for the supervision and management of the school's internal security work, centralized training of full-time security personnel, and guidance for colleges and universities to strengthen the construction of police offices.

Responsible for the investigation and resolution of contradictions and disputes between schools and students, and the handling of campus safety emergencies. , investigate and deal with illegal and criminal acts such as enclosing schools, infringing on the personal and property safety of teachers and students, interfering with normal education and teaching in schools, and severely crack down on all kinds of illegal and criminal activities related to schools and students according to law;

(three) responsible for the school bus driver certification, sign distribution and recycling and school bus inspection and other safety management. Investigate and deal with road traffic violations of school buses and student vehicles according to law.

Eighth finance department is responsible for the school safety funds into the fiscal budget at the same level, giving priority to ensuring the school safety expenditure.

Article 9 The human resources and social security department shall be responsible for coordinating relevant functional departments and doing a good job in the safety management of technical colleges and universities within their respective administrative areas.

Tenth natural resources departments shall perform the following duties for school safety:

(1) Work related to school planning and site selection; Geological hazard risk assessment for guiding school site selection;

(two) cooperate with underage students to prevent drowning, and urge the owners and management units of various nature reserves and state-owned forest farms within their jurisdiction to set up safety warning signs in their dangerous waters and increase patrol efforts.

Eleventh housing and urban construction departments shall perform the following duties for school safety:

Cooperate with the education department to identify and test the safety of school buildings; Strengthen the quality and safety supervision of school projects under construction according to law; Conduct fire protection design review, fire protection acceptance and spot check on newly-built school buildings according to law.

Twelfth transportation departments shall perform the following duties for school safety work:

Responsible for setting up bus stop signs and signs according to the standards, and indicating the stop sites; Punish the illegal acts of school bus service enterprises that have obtained road transport business licenses according to law.

Thirteenth water conservancy department is responsible for cooperating with the prevention of drowning among underage students, strengthening supervision and inspection, urging relevant units to set up safety warning signs in key waters within the management scope of water conservancy projects, and intensifying inspections.

Article 14 The agricultural and rural departments are responsible for cooperating with the prevention of drowning of underage students, strengthening the inspection and investigation of the areas of farmland projects under construction, and focusing on the safety protection of small pools, puddles, small ponds, irrigation wells, water pipelines, diversion dams and other areas within the scope of the project.

Fifteenth culture and tourism departments are responsible for investigating and handling network information, film and television programs, publications, etc. Identify behaviors that endanger students' physical and mental health according to law.

Sixteenth health departments shall perform the following duties for school safety:

(1) To be responsible for inspecting and monitoring the sanitary conditions of drinking water and swimming pools in schools, and guiding the development of food-borne disease prevention, myopia prevention and control, and nutrition and health knowledge education;

(two) to guide schools to carry out first aid knowledge and skills training; Guide schools to establish hospitals (clinics) and mental health consultation rooms, and guide schools to carry out mental health education;

(three) to cooperate with the education department to guide and urge the school to implement the prevention and control measures of infectious diseases and normalize the epidemic situation, and strengthen the guidance of disease prevention and control and health care in schools;

(four) to cooperate with the school to carry out the training of public health professionals, and to be responsible for organizing the investigation, control and medical treatment of public health emergencies in schools.

Seventeenth emergency management departments shall perform the following duties for school safety work:

Cooperate with the education administrative department to guide the school to carry out emergency work for safety emergencies; Cooperate with underage students to prevent drowning. In case of students drowning, timely mobilize relevant rescue forces for emergency rescue.

Eighteenth market supervision departments shall perform the following duties for school safety work:

Responsible for the supervision, management and law enforcement inspection of food safety in school canteens, off-campus catering enterprises and off-campus trust institutions; Guide schools and off-campus catering enterprises to strengthen food safety management and publicity and education; Investigate and deal with school food safety accidents in conjunction with relevant departments according to law;

Responsible for the key supervision and inspection of school special equipment safety; Responsible for cooperating with the education administrative department to strengthen the quality supervision of the products purchased by the school; Responsible for the supervision and inspection of school catering units, supermarket food safety and pharmacy drug safety.

Nineteenth fire rescue agencies shall perform the following duties for school safety work:

Responsible for carrying out fire safety supervision and inspection, urging schools to implement the main responsibility of fire safety according to law, and imposing administrative penalties on illegal acts according to law; Guide schools to carry out fire safety publicity and education, strengthen daily fire safety management, hidden dangers investigation and rectification and evacuation drills; Responsible for the disposal and rescue of school fires, and investigate fire accidents according to law.
