I am a teacher in Class Two, junior high school in a school. Zhang Xiaoxiao, a student in my class, is a famous "problem" student in the school. He plays truant, fights and steals from students. As for making trouble in class, it is more common. After his parents divorced, no one took care of him at home; At school, he didn't listen to the teacher at all. Because he often violated the school discipline excessively, he was also punished for demerits, but Zhang Xiaoxiao didn't take it seriously at all and went his own way. Recently, because of continuous absenteeism, I suggested that the school expel him, but some leaders think that the school does not have this right, and the school does not even have the right to expel students who violate the discipline seriously?

The host replied as follows:
Although Zhang Xiaoxiao has serious violations of discipline, a school with nine-year compulsory education has no right to expel students. Article 27 of the Compulsory Education Law clearly stipulates that the school shall criticize and educate students who violate the school management system and shall not expel them.
Faced with students with serious "problems", schools should strengthen education and management indiscriminately, and can take the following four measures to deal with them:
First, according to the school's disciplinary regulations, such as recording a record;
The second is to strengthen communication with parents of students and carry out joint education;
Third, the public security organs can punish or admonish suspected violations of the law. Article 37 of the Law on the Prevention of Juvenile Delinquency stipulates that if a minor commits serious bad behavior as stipulated in this Law, which constitutes a violation of public security administration, the public security organ shall give him public security punishment according to law. Those who are exempted from punishment because they are under the age of 14 or the circumstances are particularly minor may be admonished.
The fourth is to apply for corrective education. Article 35 of this Law stipulates that parents or other guardians of minors who commit serious bad behaviors as stipulated in this Law shall cooperate with the school, take measures to strictly discipline them, or send them to work-study schools for corrective education. If a minor is sent to a work-study school for corrective education, his parents or other guardians or the original school shall apply and obtain the approval of the education administrative department.
