Chapter I General Principles

Article 1 These Measures are formulated in order to thoroughly implement the Measures on Further Accelerating Talent Gathering and Leading High-quality Development (Ren Yan Group [2020] No.4), further strengthen the management service of high-level talents, and do a good job in the classification and identification of high-level talents in our city.

Article 2 The classification of high-level talents adheres to the principles of openness, fairness and justice, equal emphasis on morality, intelligence, ability and achievement, and recognition by industry and society, and is divided into five grades: A, B, C, D and E. ..

Article 3 The classification and identification of high-level talents shall be led by the Office of the Leading Group for Talent Work of the Municipal Party Committee, and jointly organized and implemented by the Office of the Leading Group for Talent Work of all districts and cities and relevant functional departments at the municipal level.

Chapter II Appraisal Standards and Procedures

Article 4 A high-level talent applying for classification and identification shall meet the following conditions:

(a) support China's line, principles and policies, abide by the law, and have good professional ethics;

(2) Innovating and starting a business within the scope of Yantai City meets one of the five conditions of A, B, C, D and E specified in the Catalogue of Identification of High-level Talents in Yantai City (see Annex 1).

(three) A, B, C, D identified as self-training, full-time introduction or flexible introduction of high-level talents. E-class identification is only for high-level talents who are trained independently or introduced full-time. Self-education refers to the high-level talents who have been recommended by the relevant competent departments of our city to be selected into the corresponding talent project or have obtained relevant honors (achievements). Full-time introduction refers to high-level talents who have signed labor contracts, work agreements or service agreements with employers in our city for 3 years or more, worked in tobacco for more than 9 months every year or started their own businesses. Flexible introduction refers to talents who have signed labor contracts, work agreements or service agreements with employers in our city for 3 years or more and have worked for cigarettes for more than 3 months every year.

(four) the identification of high-level talents is not restricted by nationality or household registration.

(5) Class A talents are not restricted by age; The age of B, C and D talents shall not exceed 60 years old in principle; In principle, the age of class E talents shall not exceed 45 years old. In particular, the age condition can be relaxed appropriately.

Yantai talents who meet the requirements of Class D and above, and also meet the requirements of Items (1) and (5) above, can also be included in the scope of identification of high-level talents in these Measures.

Article 5 Class A talents do not need to go through the identification procedures, and after their work units directly report to the Office of the Leading Group for Talent Work of the Municipal Party Committee for examination and approval, they will be awarded the Certificate of Identification of High-level Talents in Yantai City. The identification of B, C, D and E talents is mainly carried out through Yantai Talent Network (www.rcyt.gov.cn) according to the following procedures:

(1) declaration. The classification of high-level talents is declared at any time and accepted throughout the year. The personnel (or human resources) department of the applicant's unit and the applicant himself fill in the information online as required, upload relevant certification materials, and download the Application Form for Identification of High-level Talents in Yantai (see Annex 2) automatically generated by the printing system. The applicant and the employing unit shall be responsible for the authenticity of the materials.

(2) Acceptance and preliminary examination. The application work shall be accepted by the office of the leading group for talent work in the district and city according to the principle of territoriality. After verifying the Application Form for Identification of High-level Talents in Yantai City and affixing the official seal, the employer shall report it to the office of the leading group for talent work in the district for preliminary examination. After the preliminary examination is passed, the employer shall affix its official seal and give feedback to the employer. The applicant will pass the preliminary examination of the "Yantai High-level Talents Identification Application Form" (PDF format only) and upload it to the system.

(3) review. The Office of the Leading Group for Talent Work of the Municipal Party Committee generally conducts a centralized audit once a month. If there are special requirements, the declaration should be made in advance and can be reviewed at any time. Included in the "Yantai City, high-level talent classification directory" of honor or reward projects, involving the corresponding municipal centralized management department, confirmed by the municipal talent work leading group office audit. Candidates who meet the certification requirements after examination shall be publicized on the website of Yantai Talent or the official account of Yantai WeChat (if confidentiality is required, publicity shall be conducted in an appropriate way within the employer), and the publicity period shall be 5 days.

(4) Identification and warehousing. Candidates who have no objection after publicity are identified by the Office of the Leading Group for Talent Work of the Municipal Party Committee and entered into the high-level talent pool of our city. The system automatically generates the Electronic Certificate for the Identification of High-level Talents in Yantai City and pushes it to the applicant's account or the personnel (or human resources) department of the applicant's unit. For the classification of "professional talents" or "other talents equivalent to the above-mentioned levels" that are difficult to define in the classification standards, the office of the Leading Group for Talent Work of the Municipal Party Committee will take the lead in organizing a joint meeting (organizing expert review when necessary) and put forward the identification opinions. In principle, the joint meeting will be held once every six months, and it can also be held in a timely manner according to the actual work needs.

(5) Issuing certificates. Talents of Class D and above can apply for the corresponding "Yantai Youcai Card" or "Electronic Youcai Card" with the "Yantai High-level Talents Recognition Electronic Certificate". E-class talents can apply for "Yantai Special Care Card" or "Electronic Special Care Card" with "Yantai High-level Talents Recognition Electronic Certificate". If you have special requirements, you can apply to the Office of the Leading Group for Talent Work of the Municipal Party Committee for the issuance of the entity version of Yantai's high-level talent certificate.

All candidates of the National Overseas Talents Project and the "Double Hundred Talents Program for Foreign Students" in Shandong Province apply offline through paper materials.

Article 6 Application materials

(1) Application Form for Identification of High-level Talents in Yantai (the system will download and print it automatically);

(2) valid identity documents;

(3) Labor service contracts, work agreements or service agreements; Entrepreneurial talents need to provide business licenses;

(four) the highest academic qualifications and degree certificates (foreign students' academic degree certificates must be certified by the Service Center for Overseas Students of the Ministry of Education);

(five) talent project (plan) selection certificate, or related documents;

(6) Professional title or professional qualification certificate (provided by persons with professional title or professional qualification);

Major achievements (representative works, patent certificates, product certificates, etc.). ), major honors, award-winning certificates or certification materials;

(eight) the main project certification materials;

(9) Relevant certification materials for the identification of other talents.

Chapter III Management and Legal Responsibility

Seventh identified high-level candidates, into the city's high-level talent pool for unified dynamic management. If it is necessary to re-register for the record after three years, the personnel (or human resources) department of the applicant's unit and the applicant will log in to Yantai Talent Network to confirm or change personal information, and then follow the identification procedures. To achieve a higher level of accreditation conditions, you can re-apply for accreditation at any time.

Eighth identified high-level talents can enjoy the corresponding high-level talent policy treatment according to the category, and the specific policy treatment is implemented according to the relevant documents. If the same talent meets multiple policy treatments, it will be enjoyed according to the principle of non-repetition.

Ninth high-level talents in any of the following circumstances, should cancel the grade evaluation, withdraw the certificate and cancel or withdraw the policy treatment they enjoy according to the relevant provisions.

(1) Having political problems or unhealthy tendencies;

(two) academic and performance fraud was investigated by the relevant departments;

(3) Providing false certification materials to defraud the appraisal grade;

(4) Being examined by discipline inspection and supervision (procuratorial, public security and other law enforcement departments) and given a serious warning or above, and within the punishment period;

(5) Violating the law and discipline during the appraisal period and causing adverse effects, or violating the criminal law and being dealt with by judicial organs;

(six) in violation of the relevant provisions of the appraisal period, the country (territory) fails to return;

(seven) other circumstances that need to cancel the certificate of high-level talents.

Because of the above (1), (2) and (3), the accreditation level is cancelled, and the application for accreditation of high-level talents is no longer accepted.

Tenth staff who perform the duties of these measures shall be investigated for responsibility if they commit any of the following acts. Those who violate laws and regulations shall be investigated for legal responsibility according to law.

(a) to help the applicant to resort to deceit, provide false materials to cheat the qualification of high-level talents;

(two) to issue recommendations to those who obviously do not meet the requirements or to assess and determine those who do not meet the requirements;

(3) divulging personal information known in the course of work, which infringes upon the legitimate rights and interests of the parties concerned;

(four) breach of privilege, dereliction of duty and other acts that do not perform their duties according to law.

Article 11 the withdrawal system shall be implemented. If the staff performing the duties of these Measures have husband-wife relationship, lineal blood relationship, collateral blood relationship within three generations or close in-laws relationship with the applicant, they shall apply for withdrawal, or the office of the leading group for talent work of the municipal party committee decides to withdraw.

Chapter IV Supplementary Provisions

Article 12 These Measures shall be interpreted by the Office of the Leading Group for Talent Work of the Municipal Party Committee in conjunction with relevant departments and shall come into force as of the date of issuance.
