Measures of the State Education Commission for the Administration of Humanities and Social Sciences Research Projects
Chapter I General Provisions Article 1 These Measures are formulated in order to meet the needs of national economic construction, social development and the development of higher education, to prosper and develop humanities and social science research in institutions of higher learning (hereinafter referred to as social science research), and to reform and improve the management system of social science research in institutions of higher learning. Article 2 These Measures shall apply to the management of social science research projects in institutions of higher learning organized and implemented by the State Education Commission. Article 3 Project management should be rationally distributed, highlight key points, introduce a fair competition mechanism, implement hierarchical management, implement the principles of science and justice, and improve work efficiency. Chapter II Management Responsibilities Article 4 The Social Science Department of the State Education Commission (hereinafter referred to as the Social Science Department) is responsible for the organization and management of social science research projects in colleges and universities across the country. Its main responsibilities are:

1. Organize the formulation and publication of medium and long-term plans and subject guides for social science research in national colleges and universities;

2. Organize and guide the declaration, evaluation, project funding, mid-term inspection and achievement acceptance of social science research projects of the State Education Commission;

4. Formulate the Measures for the Administration of Social Science Research Projects of the State Education Commission and other relevant rules and regulations;

5. Organize and support academic exchanges at home and abroad on social science research in institutions of higher learning through scientific research projects. Article 5 The Social Science Department of the State Education Commission employs experts from various disciplines to form a professional advisory group. The responsibilities of the Advisory Group are:

1. Participate in the formulation of R&D plan and discipline guide of this discipline;

2. Review the declared projects of various disciplines and put forward suggestions on the amount of funding;

3 to participate in the mid-term inspection and acceptance of key social science research projects of the State Education Commission;

4. Other related work. Article 6 The education departments of all provinces, autonomous regions and municipalities directly under the Central Government (hereinafter referred to as the provincial and municipal education commissions) and the education departments (bureaus) of other ministries and commissions in the State Council are responsible for organizing the declaration, mid-term inspection and acceptance of social science research projects of the State Education Commission of their respective universities. Among them, the main responsibilities related to the management of social science research projects directly under the State Education Commission are the same as those in Article 6 of these Measures. Chapter III Project Application Article 8 Research projects of humanities and social sciences in institutions of higher learning organized and implemented by the State Education Commission (hereinafter referred to as social science research projects of the State Education Commission) include: (1) Social science planning fund projects of the State Education Commission, which are generally reported 1-2 times every five years; (2) The doctoral program of the Social Science Fund of the State Education Commission is generally declared once every two years; (3) The youth social science fund projects of the State Education Commission are generally declared once every two years; (4) The special task project of social science research of the State Education Commission mainly refers to research projects funded by relevant departments outside the school, which are accepted regularly or irregularly. Article 9 The Social Science Department of the State Education Commission publishes a guide to social science research planning topics every five years. Matters related to the project declaration shall be specified by the social science department in the declaration notice. Article 10 The application conditions for social science research projects of the State Education Commission are as follows:

1. Applicants for all kinds of projects must be in-service teaching and research personnel in colleges and universities, among which applicants for planned fund projects must have senior professional and technical positions; Applicants for doctoral social science fund projects must have senior professional and technical positions in doctoral projects; Applicants for youth social science fund projects should have intermediate or above professional and technical positions, and the age limit is 40 years old (including 40 years old); Applicants for special task projects must have intermediate or above professional and technical positions.

2. Applicants for all kinds of projects should have good political and ideological quality, have the ability and energy to independently carry out and organize scientific research work, be the actual host of the project, and undertake substantive research work.

5. Each applicant can only declare one research project. Projects that have been funded by national projects or sub-projects may not be declared repeatedly.

Eleventh social science research projects of the State Education Commission, local colleges and universities take the provincial and municipal education commissions as the unit, other ministries and universities in the State Council take the education department (bureau) of the ministries and commissions as the unit, and colleges and universities directly under the State Education Commission take the school as the unit (hereinafter referred to as the reporting unit), which declare in batches and do not accept individual declarations. The applicant shall conduct qualification examination of the applicant in accordance with the provisions of Article 13 of these Measures, conduct preliminary examination of the applicant in accordance with the provisions of Article 15 of these Measures, and perform the following procedures:

1. Submit the application evaluation report of humanities and social sciences research project of the State Education Commission (hereinafter referred to as the application evaluation report) in quintuplicate and floppy disk, which will be input and printed by the software of humanities and social sciences research management system of national colleges and universities (hereinafter referred to as the social sciences research management system);

2. Submit the List of Application and Registration of Humanities and Social Sciences Research Projects of the State Education Commission 1 copy printed with the software of social science research management system and floppy disk;

3. The academic committee and scientific research management department of the applicant's school should sign specific opinions on the authenticity of the application review content, the feasibility of the scheme, the rationality of the budget, whether the basic scientific research conditions can be guaranteed and whether the expected goals can be achieved; The applicant should sign the recommendation letter and affix the official seal.
