"Two basics" is the abbreviation for basically realizing nine-year compulsory education and basically eliminating illiteracy among young people. The "two basics" was put forward by the Ministry of Education to implement the State Council's decision on further strengthening rural education.

In order to further promote the development of the western region, realize the goal of basically popularizing nine-year compulsory education and basically eliminating illiteracy among young and middle-aged people in the western region, the National "Two Bases" Plan for the Western Region (2004-2007) is formulated.

The main measures of two basic points:

1. On the basis of continuing to implement the national compulsory education project in poverty-stricken areas (Phase II) and the renovation project of dilapidated buildings in primary and secondary schools, the central and provincial people's governments jointly implemented the rural boarding school construction project. The central government mainly subsidizes the construction of rural boarding schools in the "two basics" counties to help build, rebuild and expand a number of boarding junior high schools and primary schools.

2. The people's governments of the western provinces (autonomous regions and municipalities directly under the Central Government) should make overall use of the funds issued by the central government, accelerate the pace of reconstruction and expansion of existing junior high schools in local rural areas under the premise of rational layout and scientific planning, improve basic school conditions, meet the requirements of more rural students who really need boarding, and earnestly consolidate the achievements of popularizing compulsory education. The central government will give appropriate subsidies to areas with real difficulties.

3. The establishment of rural boarding schools should be combined with the adjustment of the layout structure of rural primary and secondary schools and the urbanization construction. In the implementation of the "rural boarding school construction project", we should make overall consideration of the school infrastructure construction, the construction of teachers, the informationization of education, the work-study program, the financial assistance for students with financial difficulties and the guarantee of school operation funds.
