In order to meet the requirements of prevention and control of pneumonia in COVID-19 and reduce the burden on the masses, on the basis of effectively reducing the price of nucleic acid detection reagents and supporting consumables and reducing the cost of nucleic acid detection consumables, it is decided to further reduce the price of nucleic acid detection in novel coronavirus through research. The relevant matters are hereby notified as follows:

First, in novel coronavirus, the highest price of a single nucleic acid test for public medical institutions at all levels and disease prevention and control institutions at or above the county level in the province is 24 yuan/time; Novel coronavirus nucleic acid mixed detection conducted according to the technical specifications of the health department does not distinguish the number of samples, and the highest price is 4 yuan/person, and no other fees such as detection reagents are charged. The medical insurance payment standard is adjusted accordingly.

Second, the disease prevention and control institutions charge COVID-19 nucleic acid detection fees, should use the Shandong provincial financial bills under the unified supervision of the Provincial Department of Finance, and the fee income will be turned over to the state treasury in full through the Shandong provincial non-tax revenue collection and financial bill information management system, and the "two lines of revenue and expenditure" management will be implemented.

Three, public medical institutions at all levels should set up special areas and windows to provide sampling services for simple nucleic acid detection and sampling, and shall not charge registration fees and outpatient consultation fees. Various testing institutions should provide different services for the masses to choose from at the same time.

Four, non-public medical institutions and third-party testing institutions to provide nucleic acid testing services, pricing should follow the principle of "fairness, legality, honesty and credit", reflecting the guaranteed profit.

Five, all kinds of nucleic acid testing institutions should publicize the project price and other contents in a prominent position in the service place, and consciously accept social supervision.

Six, strengthen supervision and management to ensure the timely implementation of the adjusted policies. In the detection of nucleic acids, the relevant departments will severely investigate and punish those who violate the relevant provisions on epidemic prevention and control, disrupt the market order, fail to implement government pricing, not clearly mark prices, and arbitrarily raise prices.

Seven, all relevant departments should strengthen publicity and expand policy awareness. Medical insurance departments at all levels, public medical institutions and disease prevention and control institutions should update the maintenance information system in a timely manner and make a good connection in advance.

This notice shall be implemented as of 0: 00 on April 26th. All levels and departments should strengthen organization and supervision according to their responsibilities to ensure the timely implementation of policies. If the original policies and regulations are inconsistent with this notice, this notice shall prevail. In case of major problems in the implementation process, it shall report to the Provincial Medical Insurance Bureau, the Provincial Development and Reform Commission, the Provincial Department of Finance, the Provincial Health and Wellness Commission and the Provincial Market Supervision Bureau.
