When people all over the country celebrate the victory of War of Resistance against Japanese Aggression, people in Anhui education still feel a trace of unspeakable bitterness. That is, during the War of Resistance against Japanese Aggression period, in order to escape the war, the only university in Anhui, the provincial Anhui University, disintegrated in the summer of 1938 in the process of moving westward. Anhui people are well aware of the irreplaceable role of universities in local development and call for the reconstruction of Anhui University. Some Anhui people who are influential in politics and education in Nanjing, Shanghai and Beiping are also very concerned about the education in their hometown. They used their political influence and academic status to carry out active activities in the national government, strongly demanding the reconstruction of a university in Anhui, arguing that this university must be a high-starting university and should be a national university directly under the Ministry of Education. Most of these members of the Preparatory Committee have historical roots with ANDA in 1930s. Yang Lianggong, the president of the provincial government, Tao Yin, Zhang Yi and Liu are the deans or general affairs directors and provosts of the relevant colleges of the provincial government, and Zhu Guangqian was hired by the provincial government as the dean of the Faculty of Arts (although he has never worked). Ye Yunlong is a professor at ANDA, Wang Shaolun is the director of the provincial education department, and the rest are famous scholars or politicians from Anhui.
After the establishment of the Preparatory Committee, Zhu Guangqian, then a professor at Peking University, refused to come to Anhui for personal reasons. Despite repeated urging by the Ministry of Education of Nanjing National Government and repeated entreaties by Anhui educators, Zhu Guangqian refused to leave Peking University. Members of the Preparatory Committee present at the meeting included Yang Lianggong, Zhang Yi, Ye Yunlong, Tao Zhe, Liu, Liu Zhenru, Wang Shaolun, and Zhu Guangqian, Gao and Dao were absent. Minister of Education Zhai Yifu and section chief Ma Xiaobo attended the meeting as nonvoting delegates. The meeting studied the school site, department setting and start-up funds of ANDA. (2) Establish three colleges, namely, the Faculty of Grammar, the Faculty of Science and the Faculty of Agriculture, and set up Chinese Department, Western Language Department, Economics Department, Political Department and Law Department in the Faculty of Grammar; The Faculty of Science includes the Department of Mathematics, the Department of Physics, the Department of Chemistry and the Department of Biology. The agricultural college has the department of agriculture and the department of forestry. Both the College of Science and the College of Agriculture were established from the first grade, while the College of Grammar was established at the same time in all grades.
