4. Accept the principal qualification training and obtain the qualification training certificate. Those who fail to meet the pre-service training requirements due to special circumstances shall complete the qualification training within one year after taking office.
Second, the selection and appointment of school principals in the compulsory education stage shall be appointed by the education administrative department of the people's government at the county level according to law and under centralized management. Principals of senior middle schools and complete middle schools are generally nominated, inspected or participated by the education administrative departments at or above the county level, and are appointed and removed according to the management authority of cadres. Major decisions of the school shall be submitted to the teachers' congress for deliberation and approval.
3. Preside over the overall work of the school. Take educating people as the center, implement comprehensive management on all aspects of school work, and improve education quality and management level.
4. Adhere to the leadership of the Party, improve the Party organization, and create a harmonious, civilized and healthy campus culture. Strengthen the construction of teachers, constantly improve teachers' ideological and political consciousness, professional ethics, cultural and professional level and teaching ability, and arrange teachers to participate in academic certification or professional training in a planned way according to relevant requirements; Strengthen the training of class teachers, young and middle-aged teachers and business backbones, and strive to build a high-quality and professional teacher team, instead of simply evaluating teachers by exam results.
5, promote education equity, rational allocation of teachers, compulsory education stage shall not be divided into key classes and non-key classes. Implementing quality education to make students develop in an all-round way. According to the law of education and the characteristics of students' physical and mental development, scientific and reasonable educational methods are adopted to organically integrate moral education, intellectual education, physical education, aesthetic education, safety education and legal education into education and teaching activities, so as to cultivate students' independent thinking ability, innovative spirit and practical ability. (3) The client shall enjoy the following rights:
1, presided over the school affairs meeting and made decisions on important issues of school education, teaching and management.

3. Use school funds and manage school assets in accordance with the relevant provisions of the higher authorities.

Governments at all levels and education administrative departments shall protect the legitimate rights of principals in accordance with relevant state regulations.

Assessment (1) The education administrative departments of cities and counties (cities, districts) should strengthen the performance assessment of principals in combination with the short-term and long-term goals of the school. Assessment is divided into usual assessment, annual assessment and term assessment. The annual assessment is conducted at the end of the school year, and the semester assessment is conducted before the end of the semester.
The evaluation contents include:

(2) Evaluation procedure:

The assessment results are divided into four grades: excellent, qualified, basically qualified and unqualified. The assessment results serve as an important basis for the appointment, dismissal, reward and punishment, renewal or dismissal of principals.

Principals approved by the administrative department of education to participate in the training shall enjoy the wages and benefits stipulated by the state during the training period, and the training fees and travel expenses shall be implemented in accordance with the provisions of the financial system.
Seven. Resignation and dismissal (1) If the principal resigns himself, he shall submit a written application, and the corresponding education authorities shall give approval within three months, and shall not leave his post without authorization during the examination and approval period. Due to serious mistakes and dereliction of duty, causing major safety accidents and bad social impact. I should take responsibility and resign. If I don't resign, I should be ordered to resign.
(two) the principal who failed the annual examination for two consecutive years, the education department should be dismissed according to the relevant procedures of the cadre management authority.
Punishment (1) If the principals of primary and secondary schools abuse their powers or neglect their duties, resulting in heavy losses to state property and people's interests, they shall be investigated for criminal responsibility and related administrative responsibilities according to law. Other administrative penalties shall be implemented in accordance with the Interim Measures for the Implementation of Educational Administrative Penalties and other corresponding laws and regulations.
