What is the significance of the Hong Kong National Security Law?
This draft law is an important legislative project to implement the spirit and requirements of the Decision of the National People's Congress on Establishing and Improving the Legal System and Implementation Mechanism for Safeguarding National Security in the Hong Kong Special Administrative Region adopted by the Third Session of the 13th National People's Congress. On June 8, 2020, the National Security Law of People's Republic of China (PRC) Special Administrative Region (Draft) was submitted by the chairman's meeting to the 19th session of the 13th the National People's Congress Standing Committee (NPCSC) for deliberation.

Hong Kong's National Security Law authorizes the Chief Executive to appoint judges, who shall be determined by the Chief Executive from among the existing judges at all levels in Hong Kong on the basis of political loyalty and professional quality, and consult the Hong Kong National Security Council and the Chief Justice of the Court of Final Appeal.

This process is not to appoint new judges, but to select the best from the best and confirm the judges who are suitable for hearing national security cases. A national security judge shall not say or do anything that endangers national security, otherwise it will violate his duties, he cannot be trusted to make a fair judgment, and he shall not be appointed or disqualified.
