The legal representative of the training institution shall be responsible for the authenticity and legality of the publicity advertisements and enrollment brochures issued by the school. Training institutions shall not arbitrarily change or simplify the name of training institutions, and shall not use the name of famous schools for publicity and enrollment, and shall not exaggerate false propaganda, and shall not intentionally deceive and mislead parents and students. The administrative department of education shall urge the subordinate training institutions to carry out publicity in a realistic, objective and true manner, and deal with illegal acts such as the publication of false advertising brochures by training institutions that infringe on the legitimate rights and interests of students according to law.

The administrative department of education shall, according to the special circumstances, clean up and standardize the scope and content of running a school approved by the license of a training institution, and there shall be no training institution without specific business scope and content. The education administrative departments of all districts (cities) and counties should further guide their training institutions to "show their cards" to run schools and hang their school licenses in a prominent position in their registered schools; Training institutions are required to carry out training in strict accordance with the approved business scope and school content. Any training institution shall not change the examination and approval items of the school license without authorization; It is not allowed to carry out the business scope and school contents not specified in the school license without authorization.

Four, to further strengthen the supervision and management of fees

1. Adhere to the publicity system of training institutions. The education administrative departments of all districts (cities) and counties shall urge the training institutions to conscientiously implement the provisions and requirements of relevant national and provincial laws and regulations, and independently and reasonably determine the charging items and standards. All training institutions should publicize the charging items, charging standards, complaint telephone numbers and other contents in a prominent position in the school building, and consciously accept social supervision.

2. Standardize the contract management of training institutions. The education administrative departments of all districts (cities) and counties shall urge training institutions to sign training contracts with students (or guardians of minor students). The training contract should embody the principle of equality of rights and obligations, fairness and reasonableness, and put an end to the overlord clause of exempting the responsibility of the training institution, unreasonably increasing the responsibility of students and forcibly excluding the rights and interests of students.

3. Properly handle the refund of trainees from training institutions. The education administrative departments of all districts (cities) and counties should earnestly safeguard the legitimate rights and interests of students, and urge training institutions to issue standardized charging bills to students. When there is a dispute between the training institution and the trainees due to the refund of fees, the competent education department shall coordinate the training institutions involved to actively deal with it. Mediation is ineffective. It is suggested that both parties solve the problem through legal channels.

Five, to further strengthen the management of compulsory education student training.

The education administrative departments of all districts (cities) and counties should urge training institutions to seriously abide by relevant national policies and requirements, promote industry self-discipline, and reflect social responsibility. Training institutions shall conscientiously implement the "Chengdu Private Education and Training Institutions Self-discipline Convention", and shall not link all kinds of compulsory education achievements with training and enrollment, shall not hold training courses linked to compulsory education enrollment, shall not provide examinations and other services for compulsory education enrollment in primary and secondary schools, and shall not have training behaviors such as Olympic Games and academic competitions that increase students' learning burden.

For all kinds of illegal school-running behaviors of training institutions, according to the relevant provisions of laws and regulations, administrative penalties such as rectification, suspension of enrollment, revocation of school license, etc. are proposed respectively, and efforts are made to maintain the order of the education and training market in our city and earnestly safeguard the legitimate rights and interests of the educated. Combined with the annual registration of private schools, conduct a thorough investigation and timely discover and deal with unlicensed training institutions without approval. If it needs to be banned, it shall report to the local government and submit it to the relevant departments for joint law enforcement.
