According to the needs of the development of modern agriculture and the adjustment of economic structure, we will continue to promote the combination of agriculture, science and education and the "three education as a whole" of basic education, vocational education and adult education. Rural vocational schools should strengthen cooperation with enterprises, agricultural scientific research and technology extension units, give full play to their professional advantages, combine schools, companies and farmers, and promote the development of agricultural industrialization. Carry out "green certificate" education and train a large number of scientific and technological demonstration households and rich leaders. The state takes measures to support the development of vocational education in rural areas, western regions, ethnic minority areas and poverty-stricken areas, and runs a number of key vocational schools well. Establish a practical and open farmer culture, science and technology education and training system at the county, township and village levels, and turn vocational schools and adult schools into bases for human resource development, technical training and promotion, labor transfer training and poverty alleviation and development services.

14. Strengthen counterpart support for schools in eastern and western regions, large and medium-sized cities and rural areas. The eastern region and large and medium-sized cities should train backbone teachers for vocational schools in the western region and rural areas to help improve the conditions for running schools. We will promote cooperation between the eastern region and the western region, and between large and medium-sized cities and rural areas, and encourage principals and teachers of vocational schools in the eastern region and large and medium-sized cities to work in the western region and rural areas to run schools. Large and medium-sized cities in the eastern region and the central and western regions should enroll students in the western region and rural areas, and appropriately reduce tuition fees for students with financial difficulties. Modern distance education and training and self-study exams should be actively extended to the vast rural areas and western regions.
