According to the provisions of the Education Law, the education administrative department of the State Council is in charge of the national education work, making overall plans and coordinating the management of the national education work. The education administrative departments of local people's governments at or above the county level shall be in charge of education within their respective administrative areas. Other relevant departments of the people's governments at or above the county level shall be responsible for relevant education work within their respective functions and duties.

The State Council and the local people's governments at or above the county level shall report to the people's congresses at the corresponding levels or their standing committees on the budgets and final accounts of education work and education funds, and accept supervision.
