Occupational safety and health system
Occupational safety and health, including occupational safety and occupational health. The working principle of occupational safety and health in China is: safety first, prevention first. According to the laws of our country, the employer must establish and improve the labor safety and health system, strictly implement the national labor safety and health regulations and standards, and educate workers on labor safety and health to prevent accidents in the labor process and reduce occupational hazards.

China's occupational safety and health system is rich in connotation, and China's laws stipulate that employers need to provide workers with labor safety and health conditions that meet national standards.

First, the basic concept of occupational safety and health system mainly refers to the safety production responsibility system, safety education system, safety inspection system, casualty accident and occupational disease investigation and handling system. Labor safety and health standards are divided into three levels, namely national standards, industry standards and local standards.

In order to standardize occupational safety and health management, protect employees' physical and mental health, comprehensively improve employees' safety and health management level, raise employees' awareness of self-protection, and reduce and control occupational safety and health risks, the enterprise will formulate relevant internal safety and health systems.

Article 52 The employing unit must establish and improve the labor safety and health system, strictly implement the national labor safety and health regulations and standards, educate workers on labor safety and health, prevent accidents in the labor process and reduce occupational hazards.

Two. Main contents Occupational safety and health system mainly includes occupational safety and health standard system, safety production guarantee system, occupational health and occupational disease prevention system, occupational safety and health responsibility system, occupational safety and health education system, occupational safety and health certification system, safety and health facilities "three simultaneities" system, safety and health inspection and supervision system, and casualty accident reporting and handling system.

Labor safety and health mainly includes: responsibility system for labor safety and health, working conditions and safety technical measures;

Safety operation procedures, labor insurance supplies distribution standards, regular health examination and occupational health examination.

Fifty-third labor safety and health facilities must meet the standards prescribed by the state.

The labor safety and health facilities of new construction, reconstruction and expansion projects must be designed, constructed and put into production and use at the same time as the main project.

Article 54 The employing unit must provide workers with labor safety and health conditions and necessary labor protection articles that meet the requirements of the state, and the workers engaged in operations with occupational hazards shall undergo regular health examinations.

Article 55 Laborers engaged in special operations must receive special training and obtain special operation qualifications.

Article 56 Laborers must strictly abide by the safety operation rules in the process of working.

Workers have the right to refuse the illegal command and forced risky operation of the management personnel of the employer; Have the right to criticize, report and accuse acts that endanger life safety and health.

Article 57 The State establishes a statistical reporting and handling system for casualty accidents and occupational diseases. The labor administrative departments of the people's governments at or above the county level, the relevant departments and the employing units shall make statistics, report and deal with the casualties and occupational diseases of workers in the process of labor according to law.

Occupational safety system refers to various legal norms formulated to prevent and eliminate casualties in the labor process. Occupational safety, also known as industrial safety, is an interdisciplinary subject, spanning natural science and social science, including industrial hygiene, environmental occupational medicine, public health, safety engineering, human factors engineering, toxicology, epidemiology, labor relations (labor research), public policy, work sociology, sociology of disease and health, organizational psychology, business psychology, science, technology and society, social security law and labor law.

I. Occupational safety education According to the provisions of the Labor Law, the Law on Work Safety and other relevant laws and regulations, employees must be educated and trained in safety knowledge, so as to improve their understanding of industrial safety and health and occupational disease prevention, make all employees pay attention to safety, do a good job in occupational disease prevention during production, reduce production safety accidents, put an end to occupational diseases, and ensure the health of all employees. It is applicable to all employees, departments and safety education and training departments of the company.

Two. Occupational hazards Occupational hazards refer to all kinds of damage to health caused by workers' exposure to harmful factors such as dust and poisons in the course of their occupation. The production and business operation entity is the main body responsible for the prevention and control of occupational hazards, and the main person in charge of the production and business operation entity is fully responsible for the prevention and control of occupational hazards in the workplace of the unit. The safety production supervision and management departments of local people's governments at or above the county level shall be responsible for the supervision and management of occupational health in the workplaces of production and business units within their respective administrative areas.

Occupational health system refers to various legal norms formulated to protect the health of workers in the process of employment, and to prevent and eliminate occupational diseases, employee poisoning and other occupational hazards. The health of employees is the vitality of the continuous development of enterprises. For the sake of employees' occupational health, the enterprise shall provide employees with occupational health examinations, including pre-post, on-the-job and off-the-job examinations, and inform the workers of the examination results in writing, and the expenses for occupational health examinations shall be borne by the employer. Second, it is necessary to popularize the basic knowledge of occupational hazards, the identification of common occupational hazards, occupational disease prevention and other health knowledge to employees.

I. Occupational Health Examination Occupational health examination refers to the health examination conducted by medical and health institutions for workers exposed to occupational hazards before, during and after their posts in accordance with relevant state regulations. According to the inspection results, the employer shall take the following measures according to law:

1, for workers with occupational taboos, transfer or temporarily leave their original jobs;

2. Properly resettle the workers who may have health damage related to their occupation;

3. For the workers who need reexamination, arrange reexamination and medical observation according to the time required by the occupational health examination institution;

4. According to the suggestions of the occupational health examination institutions, medical observation or occupational disease diagnosis should be made for patients suspected of occupational diseases;

5. For positions with occupational hazards, immediately improve working conditions, improve occupational disease protection facilities, and provide workers with occupational disease protection articles that meet national standards.
