The institutional functions are as follows:

(1) Implement national and provincial laws, regulations and policies on education; Organize, guide and coordinate the city's educational reform and development; Drafting educational policies and normative documents in our city, and organizing their implementation.

(two) to implement the principles and policies of the Central Committee, the Provincial Party Committee and the Municipal Party Committee on strengthening party building and ideological and political work in schools, and to guide, inspect and supervise the implementation of all kinds of schools at all levels in the city; Responsible for party building, ideological and political work, United front work and party style and clean government building in schools at all levels under their jurisdiction; Responsible for the publicity of the city's education system.

(three) to coordinate the development of education in the city, study and formulate educational development plans and annual plans and organize their implementation; Coordinate all kinds of education at all levels and guide the reform of education system and school-running system; To guide and implement the establishment of various schools at all levels in conjunction with relevant departments; Responsible for the statistics and analysis of basic education information; Coordinate and guide the work of private education in the city.

(4) Responsible for the overall guidance of basic education, promoting the balanced development of compulsory education and promoting educational equity; Comprehensive management and guidance of the city's general high school education, preschool education, special education, minority education and illiteracy eradication; Guide the curriculum reform and teaching management of basic education; Promote the full implementation of quality education.

(five) to guide and coordinate the reform and development of vocational education and adult education, and to guide the professional construction, education and teaching management and basic capacity building of vocational colleges; Guide and promote community education in the city; Coordinate the work of lifelong education in the city as a whole and undertake the daily work of the lifelong education promotion Committee of the city.

(6) to guide colleges and universities to carry out education and teaching reform, discipline construction and education and teaching management; Coordinate relevant departments to do a good job in the co-construction and co-management of universities in provinces and cities.

(seven) to guide the city's education supervision work, responsible for supervising the people's governments at the county level to implement education laws, regulations, rules and national education policies, supervising the education and teaching work of schools at all levels and other educational institutions, and organizing the monitoring and evaluation of the development level of basic education; To undertake the daily work of the office of the Municipal Education Steering Committee.
